Haiti - Politic : Convocation of the Prime Minister, 11 hours of interrogation...
Tuesday, shortly before noon, the Prime Minister, accompanied by his ministers, at the except of for five absent retained by their work, or in foreign travel (public health, tourism, Relations with Parliament, Foreign Affairs and Haitians living abroad) responded to the convocation of the Senate.

At roll call, all 20 senators were present, a historic quorum since the upper chamber is reduced by one third of its members. Like what when the senators want it they can be present...

Addressing to the Prime Minister, Simon Dieuseul Desras, the Senate President regretted the delay, set by the government to inform the citizens about the management of their goods. To what he Prime Minister has replied "It is with a sense of duty accomplishedthat we decided to answer the convocation of the seven senators," apologizing for not being able to attend several invitations "The affairs of state held me elsewhere [...] But the duty to account to the people whose you are the legitimate representatives is an imperative that I obey willingly."

After the entry into the context of this convocation by Senator Jocelerme Privert began a long session of questioning (about 11 hours) where each has presented its point of view, without really bringing anything new to what we already knew, in a climate sometimes tense and often stormy sometimes on the bordering of the "politically correct", the members of the government trying [unsuccessfully] to explain the points of disagreement, to the Senators unhappy and dissatisfied with the answers.

Serene and confident, the Head of Government gave an overview on the situation of the country before, during and after the period of emergency. After the presentation, Senator Steven Benoit, who was the first to intervene requested explanations, including n the use of 5 billion gourdes spent during the state of emergency declared in late 2012.



The Prime Minister Laurent Lamothe explained that "five billion gourdes under additional credit taken by decree to the date of 15 November 2012 have been mobilized, but only 2.1 billion gourdes were disbursed to date" adding that the government also took the responsibility to redirect the use of more than 12 billion gourdes of Petrocaribe funds to mobilize them in emergency "I stresses that it is about 15 billion gourdes in total, while damage was assessed at 70 billion gourdes. The government would have liked to do more but it had to stay well below the needs given the limited resources it could mobilize [...] Know, honorable senators, that the disbursement of these funds to carry out the work and to ensure the follow up of the implementation of these projects have been the subject of rigorous attention from the government. The more formal instructions were passed and procedures were carefully followed to ensure transparency of expenditures."

Concerning the dismissal of the Director General of the ONA, Prime Minister Laurent Lamothe assured that a decision would be taken soon in this case.

On another matter, Senator John Joel Joseph, asked the Prime Minister, "Are you sure that all members of your government have Haitian nationality ?"

"To my knowledge, all ministers have the Haitian nationality," responded Laurent Lamothe, immediately contradicted by the Senator who said that Minister of Haitians living abroad had an American passport, adding that the nationalities of Magalie Racine (Social Affairs ) and Stéphanie Balmir Villedouin (Tourism) are clearly suspicious and that an investigation was in progress...

Concerning the funds disbursed by the Government for the two years of President Martelly, Senator Benoît had simply an answer of Wilson Laleau, the Minister of Finance who simply said "I am not aware of any budget released as part of festivities of May 14." Disappointed, Senator Benoît said hoped that one day Laurent Lamothe will make the final report of its management.

Beyond minority Senators of the opposition who sought clearly all possible pretexts to put the government in default, other Senators seemed more concerned with what should be done in their departments and in this regard, the Prime Minister took care to report on many projects, especially in the section of communal funds and has not failed to make promises...

After 11 hours of interrogation, of accusations and sometimes of excessive verbal exchanges between Senators and Ministers, 7 Senators behind the meeting, said they were dissatisfied with the explanations and answers to questions of the Government. A session that ended abruptly, , after a request from Senator Moïse Jean-Charles to go to the podium to read a resolution on the nterpellation of the government. A request rejected by the President of the Senate, who took the decision to end the session without taking into account the request of Senator.
