Haiti - Politic : Prime Minister awarded full marks to his Government
Monday Dieuseul Desras Simon, President of the National Assembly, proceeded to the opening of the second regular session of the third legislative year before 16 senators and 57 deputies.

"Here is a session that opens in a difficult political context, where all issues are raised at the same time [...]," declared the President of the National Assembly, recalling the elected, that the Parliament should have a decisive role, "instead to transform into Chamber of of registration of acts and decisions of the Executive power," calling on his colleagues to show more responsibility.

The Prime Minister, Laurent Lamothe, accompanied by his Cabinet, contrary to 14 January where the opposition had prevented him to speak, was able to present the results of the actions of his government for the first six months of this year.

"[...] Laurent Lamothe does not come to fight with opposition parliamentarians, he came to build, to work with everyone for the collective well-being. It is time that the division and unfounded accusations cease [...] It is through the efforts made by the Government and the Parliament, that today we find a better countrycompared to previous years," declared as an introduction the Head of Government, who invited the various sectors, including parliamentarians, to dialogue, to put the country on the track of development, before starting the reading of the balance sheet where it was discussed among other things :

- Of efforts made ​​by the government to strengthen the Customs Service and the Directorate General of Taxes (DGI) to increase domestic revenue "We have taken steps to a sound macro-economic framework and implemented important reforms which among other things resulted in an increase of more than 18% of exports in the first half of the the current year compared to 2012" ;

- Of start of work on the reform of the public administration in order to conduct government actions more effectively ;

- Of significant progress especially in social programs ;

- Of the extreme poverty "More than 50% of the Haitian people today suffer from extreme poverty. [...] It must change and it must be today," The food prices had risen between 15 and 29% in the international market after the storm Isaac and it is thanks to the help of Vietnam that we were able take control of prices for rice" ;

- Of exports who have increased in the first half of 2013 by 18.8% compared to 2012, thanks to the North Industrial Park (Caracol) ;

- Of the reconstruction in Haiti "Haiti is truly under construction, and that in the ten departments of the country," indicating that in the sole education sector, of construction works of 303 fundamental schools and high schools were underway in all departments ;

- Of the mineral resources "in the interest of Haiti," on which rely the Government to increase its revenue ;

- Of the reduction of international aid in the budget of the State stating that it was not possible that the budget of Haiti depends on more than 60% from abroad "Of the 131 billion gourdes of the national budget the country has contributed with only 39%. The rest comes from abroad. We must work to change this situation," Stressing that to this end, a set of measures were taken to ensure that more revenue enters the Treasury. Tremendous progress has been made in the reports of the DGI."

- Of investments, in this regard the Prime Minister said that for 40 years, Haiti has never received as much investment that under his Government. "Parliament shall enact laws on the matter so that the country can be more competitive. It is only with the passage of new laws that we can develop the country really. Without a new business framework, he State will not be able alone meet this challenge [...]"

- Of the numerous trips abroad of the Government justified by the Prime Minister "We traveled to Brazil, Europe and Asia to the seek of investments for the country. With Brazil, we will work to finalize the hydroelectric project in the Artibonite (4C), ​​while Vietnamese companies promise to assist farmers to strengthen the agricultural sector..."

- Of school enrollment, where Laurent Lamothe explained "At the social level, more than one million children have been educated for free, of teachers have been recycled. The national education budget has been increased [...]"

- Of health where it was question of development, of rehabilitation and construction of several Hospital among others : the Hospital Justinien of Cap Haitien; Hospital Bedet; Hospital of Bon repos, and the Maternity St-Antoine of Jérémie ;

- Of environment and tourism, where the current process of protection of the Morne l'Hôpital was mentioned as well as the development of tourist sites with examples of construction of several public places and markets ;



However, after a very long list of accomplishments, several parliamentarians said they were not convinced by the Prime Minister. For Deputy Sorel Jacinthe, the Head of Government has not presented its report, but a photo album. His colleague, Deputy Abel Descolline states that it is necessary to establish a Commission to ensure that the projects mentioned by the Prime Minister have been made​.
