Haiti - Security : A woman at the head of the Minustah
Monday, Ms. Sandra Honoré, from Trinidad and Tobago, the new Special Representative of the Secretary-General of the United Nations in Haiti [replacing the Chilean Mariano Fernández Amunátegui], arrived in Port-au-Prince and immediately assumed his duties at the head of the UN Mission for Stabilization in Haiti (Minustah) I am delighted to be in Haiti, a country of great historical importance for the whole Caribbean and Latin America. My mission is to support and work closely with the President Martelly and the Government of Haiti, with all Haitians involved in the inclusive political dialogue, and with the democratic institution and of the rule of law," declared upon arrival Ms. Honoré.

"I will not spare any effort to ensure that the work with Haiti and its international partners in the political, security and development benefitsto all Haitians.

The Minustah is also to an important turning point in Haiti. With the agreement of Haitian government and the Security Council of the United Nations, we launched our Consolidation Plan, which provides a significant reduction of our presence and our staff in uniform and civilians in the coming years. I am committed to supporting Haiti to strengthen the security, the rule of law, good governance and inclusive political dialogue."

The appointment of Ms. Sandra Honoré was announced on 31 May 2013, by the Secretary General of the UN, Ban Ki-moon following the end of the mandate of Mariano Fernández Amunátegui, January 31.

Ms. Honoré brings with her extensive experience working in multilateral settings, including as Chief of Staff, Office of the Assistant Secretary-General of the Organization of American States (OAS) from 2000 to 2005. She had an assignment as Special Assistant to the Chief of the OAS Electoral Observation Mission to Haiti from 1995 to 1996.

A career diplomat since 1979, Ms. Honoré has served her government in many capacities. She was her country’s Ambassador to Costa Rica until August 2012 and she has also held a number of positions in the Foreign Service, including Chief of Protocol in the Foreign Ministry in 2007 and Director of the CARICOM and Caribbean Affairs Division in 2005. Her prior diplomatic experience includes assignments in the United States from 1997 to 2000 and in Brazil from 1983 to 1988. She has also served in the Office of the Prime Minister.
Ms. Honoré is a graduate in Modern Languages from Besançon and Bordeaux Universities (France) and holds diplomas in International Relations from the University of the West Indies (Trinidad and Tobago) and a Post-graduate Diploma in Conference Interpretation from the Polytechnic of Central London.
Born in Tunapuna, Trinidad and Tobago in 1955, she is married and has one child.
