Haiti - Elections : Report of the Presidential Commission on the preliminary draft electoral law (Integral)
On Monday, the General Secretariat of the Presidency stated that the Presidential Commission for the Reform of Justice, whose services have been requested by the Private Office of the President Michel Martelly, to issue its opinion on the preliminary draft electoral law submitted to the Executive by the Transitional College of the Permanent Electoral Council (CTCEP) in early July, had submitted its analysis and its comments and recommendations to the Executive. This report of over 100 pages, details the 246 articles and corrections or clarifications that should be provided.

  • The status of Transient College Permanent Electoral Council ;
  • The right of the Executive to consider the preliminary draft law of CTCEP ;
  • New developments and deletions to the preliminary draft ;
  • Analyses ;
  • The recommendations.

In addition, Jean Tholbert Alexis, President of the Lower House, states that he had the guarantee of the Prime Minister, Laurent Lamothe, that the preliminary draft electoral law will be presented Wednesday, Aug. 7, in the Council of Ministers for approval and should be delivered the next day at his office.

The question now is to know what will be the reactions of Parliament before the corrections and suggestions of the Executive... Jean Alexis Tholbert, ensures that all necessary measures will be taken to avoid back and forth between the Senate and the Lower House in order to ratify the same terms, the electoral law and allow the holding of next election. President Alexis remains confident that the first round of the elections is still possible before the end of this year.
