Haiti - Politic : Speech of Minister Casimir, to the UN Security Council
Pierre-Richard Casimir, the Minister of Foreign Affairs is currently participating in New York, to a special high-level session of the Security Council of the United Nations on "Cooperation between the United Nations and regional and subregional organizations in maintaining international peace and security." Note that for the month of August 2013, the rotating Presidency is provided by the Argentine María Cristina Perceval.

"Excellency the President of Argentina,
Excellencies, Distinguished Ministers, Presidents of the delegations, Distinguished Ambassadors,
Ladies and Gentlemen,

Allow me at the outset to offer my congratulations on behalf of the Government of Haiti, to have initiated this dialogue on a topic of utmost importance : cooperation between the United Nations and regional and subregional organizations in maintaining international peace and security.

The collaboration between the United Nations and regional organizations, in regard to the maintenance of peace, is very old. Its principle is enshrined in the Charter of the Organization. It has its origins in particular in Articles 53 and 54 of Chapter VIII. The UN not only recognizes regional organizations as full participants in the peaceful resolution of conflicts, but it also provides that the Security Council, without giving up to its monopoly in authorizing the use of force - except in cases of self-defense - can entrusted to a regional organization the mandate 'to apply enforcement action under its authority'.

The last two decades have seen a sharp increase of the role of regional and sub-regional organizations in peacekeeping operations, particularly in Africa, Europe and America. The proliferation of regional conflicts, often accompanied by their train of tragedies and atrocities, has made the cooperation between the UN and regional institutions an inescapable fact of international relations. It is enough to be convinced, to review the multitude of peacekeeping operations or Peacebuilding implemented in recent years on almost all continents and a large number of countries facing the scourge of war, conflicts of all kinds, political turmoil, civil war...

My country, the Republic of Haiti, has made, too, the terrible experience of political upheavals brought up their extreme consequence and had known its descent into hell, whose fortunately it emerges today with the assistance of the United Nations Mission for Stabilization in Haiti (MINUSTAH). In this regard, I thank the CELAC, MERCOSUR, UNASUR, ALBA, CARICOM, SELA for their continued interest in the place of Haiti.

I remember that during the last two decades, Haiti, my country has been the subject of several actions of our multilateral organizations (UN) and regional organizations, some times together. I have in memory the joint OAS-UN mission that the Secretary-General mentioned in his speech this morning.

While welcoming this international solidarity, it should, however, recognize, as noted by the Cuban Chancellor in his remarks the need for missions align with the priorities of the Haitian government. This will prevent that in the future we are forced to travel the same path, that these missions come back for the same reasons. This is not the Secretary General of the OAS, present here who say otherwise.

The Republic of Haiti fervently hope that the stabilization force in Haiti, currently present at home arrive at achieving the objectives for which it was created. In this regard, it can rely on the assistance of the Government of Haiti, for the welfare of the Haitian people and for peace and security in the region.

Madam President,

Despite its spectacular growth and success, moreover compelling, cooperation between the UN and regional organizations, in terms of maintaining peace is still far from reaching its potential level that can be expected, and that the international community is entitled to expect. Despite its successes, many challenges arise, including the lack of capacity of regional organizations. Many people believe - and the Republic of Haiti is part - that the maturity gained by regional organizations over time, the configuration of the world as it is todayand the constantly changing international situation, call for a new logic relations between the UN and regional organizations in the maintenance of peace.

That we remember, twenty years ago, the Secretary-General of the United Nations already called in the "Agenda for Peace", to a logic of decentralization, of delegation. Certainly, there are already various functional coordination and consultation mechanisms, and the outcome of the UN-regional organizations cooperation is far from being negligible. Haiti is pleased to bear witness. But, as recently stressed recently the Security Council in its resolution 2033, today there is the necessity, in the spirit of Chapter VII, 'to articulate the international legitimacy and legality of UN with the benefits of regionalism.'

It is up to the international community today, as invits ud the Security Council, to fill that void. It is our responsibility to articulate properly and renew this vital partnership between the UN and regional organizations, by basing it on well-defined principles, by providing it with a clear legal framework and the necessary resources, so that regional organizations can fully play the role that must be their to the side of the United Nations, in a spirit of complementarity, in all areas where cooperation is desirable. Whether conflict prevention, the restoration of peace, reconstruction after a conflict, peace building, electoral support, humanitarian aid, monitoring of respect for human rights.

Madam President,

The Republic of Haiti will continue in this spirit, to work at the side of those who believe that the role and involvement of regional organizations in maintaining international peace are today more necessary than ever and should continue to grow in the future.

In welcoming the initiative of the dialogue, I express the hope that it opens avenues for reflection and practical action for the continued strengthening of the cooperation between the UN and regional organizations.
