Haiti - Politic : An important step in the implementation of the reform of the State
Wednesday, September 4, 2012, the Prime Minister, Laurent Lamothe will install the new Superior Council of Administration and of the Public Service in order to accelerate the process of reform of the administrative apparatus of the State, whose the Office of Management and Human Resources (OMRH ) ensures implementation.

Recall that the Superior Council of Public Administration and of the Public Service as stipulated in the Decree of 15 February 2008 on its organization and operation, is the instance of the strategic management of state reform.

Chaired by the Prime Minister, the Council is composed of twelve members, including 7 ministers [admitted to the Council during their function] and 5 figures from civil society nominated [for three years] because of their particular skills and knowledge of the expectations of public service users.

Civil society members of the Council :

  • Citizen Michèle Duvivier Pierre-Louis ;
  • Citizen Marie Laurence Jocelyn Lassegue ;
  • Citizen Claude Bonivert ;
  • Citizen Stéphane Colesl ;
  • Citizen Joseph Paillant.

The 7 ministers appointed are at the head of strategic ministries, that is to say of ministries that alone account for over 65% of all public officials.

Ministers, members of the Council :

  • Wilson Laleau, Minister of Economy and Finance ;
  • David Bazile, Minister of the Interior and Local Authorities ;
  • Vanneur Pierre, Minister of National Education and Vocational Training ;
  • Thomas Jacques, Minister of Agriculture, Natural Resources and Rural Development ;
  • Jean Renel Sanon ; Minister of Justice and Public Safety ;
  • Yanick Mézile, Minister for Women's Affairs and Women's Rig ;
  • Florence Duperval Guillaume, Minister of Public Health and Population.

The Council is responsible for reviewing the general issues relating to the development, implementation and evaluation of activities related to the modernization of the public service. It ensures, in particular, to the deconcentration, decentralization, the organization of government and renovation of public management, including the management of human resources, as well as measures to improve the quality of service and relationships between the administration and the public service users.

The installation of this instance, is an important step in the implementation of the reform of the state in Haiti. This step is a milestone in the emergence of a new, more efficient public administration and to the service of the population.
