Haiti - Social : Seeking solutions for illegal immigration to Brazil
A five-day meeting, which ended Friday, was held in Port-au-Prince, attended by a delegation from the National Council of Migration of Brazil, representatives of the state, officials of the Ministry of of Foreign Affairs and representatives of the Civil Society were present. The meeting was headed by Denis Watson, Director of Political Affairs of the Haitian Ministry of Foreign Affairs and Rodrigo Amaral Souza, Director of Immigration and Legal Affairs of the Brazilian Ministry of Foreign Affairs representing the Brazilian delegation.

The purpose of the meeting was to identify mechanisms for bilateral cooperation between Brazil and Haiti to strengthen regular migration channels, to improve information flows and provide the greatest possible protection for migrants.

This includes identifying ways to combat trafficking and smuggling of migrants, creating systems to inform those interested in migrating, and improving cooperation and coordination between the authorities of the two countries to manage these flows.

IOM migration officials are facilitating the exchange of information and discussions aimed at identifying strategies to ensure that migration flows between the two countries are managed safely. To facilitate the discussion, IOM is presenting preliminary results of its study on Haitian migration to Brazil, funded by IOM’s Development Fund.

The research looks at the main transit countries and reports that Peru has become important transit point for migrants. They travel through the Peruvian regions of Tumbes, Lima and Madre de Dios to reach the northern State of Acre, Brazil.

The latest figures, particularly provided by various consular offices in the region indicate that until June 2013 there were about 12,204 Haitians arrived in Brazil on a regular basis, the Brazilian government issued a total of 10,165 humanitarian visas to migrants who came the territory. The Council insisted on the fact that the regularization of the situation of Haitians in Brazil was not a government program, but rather a response to the emergency situation faced by Haiti since the January 2010 earthquake.

"Migration from Haiti is not a new phenomenon. We are simply seeing new destinations such as Brazil, but also Argentina and Chile, amongst others. Some migrants have decided to settle, even temporarily, in transit countries such as Ecuador," said Jorge Peraza, IOM Regional Project Development Officer for South America.

The study also confirms the existence of established smuggling networks that meet the migrants arriving in Quito, Ecuador on flights from Panama. They arrange for basic food and shelter, false travel documents and continued transportation. Migrants have reported paying as much as USD 2,500 to the smugglers, which confirms that it is not the poorest of Haitians who are using this route.

Brazil has created mechanisms for migrants to obtain visas in their country of origin or in some transit countries such as Ecuador, Peru and the Dominican Republic. But many migrants continue to resort to irregular migration using human smugglers.

Note that Brazil has adopted the option of citizenship by soil and Haitians born in Brazil are at the same time of Brazilians, said a member of the Council.

It was decided to set up a Monitoring Committee, composed of representatives of the Ministry of Foreign Affairs and organizations of Haitian civil society. This committee that will be supported by IOM plans to work with the Haitian government and the Parliament for the establishment of a bilateral agreement between Brazil and Haiti on the base of conventions of the International Labour Organization (ILO) and the United Nations treating files relating to migration.
