On the occasion of the Back to school 2013, Tuesday, October 1, 2013, Vanneur Pierre, Minister of Education in a speech addressed to teachers, school directors, academic inspectors, parents, students and all educational agents.

Speech by Minister Vanneur Pierre :

Again this year, the school year is placed under the sign of QUALITY, in the same movement on the dynamic set in motion last year that led us to speak of flight to quality. Thus, we will continue the work started for the training of teachers, provision of books for students and teachers, the training of school principals, and take special measures to improve students' skills in reading. Already, alongside the work of policy development for teacher training to lead, among other things, to a training scheme resulting to a diploma, more than ten thousand teachers and more than two thousand school principals have been trained during the first training session, one week before classes begin. This is the first of a planned series during the 2013-2014 academic year.

Speaking of reading, I would like to stress that a particular focus will be put on its consolidation. Indeed, without this basic skill essential, we can not achieve academic quality as expected, it is through this skill that students can access other techniques and knowledge necessary to insert into today's world. Haiti should be able to make a good impression at the next participation in the global assessment of reading skills in 2017. The decision to launch the "Fridays of reading" in public fundamental schools and the "Caravan of reading" which will tour the country participate in this vast movement of "read".

The creation of the "Technology Unit of information and Communication in Education (UTICE) " which deals with the integration of new technologies in a structured way, in our system of education is also a way to go further on the road of school quality.

In addition to these decisions, we have taken care to create an extraordinary session for the ninth year of fundamental and adopt other measures to better manage and support the schools : now, texts examinations of the last exam of he 4th year of the 7th and 8th year of the fundamental school will be provided by the Department of Fundamental Education (DEF), while those of the last exam the 3rd and the second at the secondary level will be provided by the Directorate of Secondary Education (DES). The creation of the National Commission of pedagogical observation and monitoring, of Commissions departmental of pedagogical support ; and of Class committees are all measures aimed at strengthening the governance of system that will allow to support the transition towards the quality targeted as well as the consolidation of reading skills pointed this year.

Teachers,

Remember you that we are registered in a process, that we have a system that needs to be restructured. So I invite you to fully invest in your teaching work. The government is relying on you to continue the road towards the school quality which should not remain an empty word. We know that without the revaluation of the teaching profession, we can not achieve the dream to change our school system. Thus institutional arrangements will be taken to give really more support to teachers. From the regulation of the teacher function to the guarantee of social rights , MENFP working hard for this purpose.

Ladies and gentlemen, heads of schools,

From the private sector or the State, you stand on a strategic plan because your function allows you to measure the reality and the trend on the ground : what is the profile of our students today ? What should be their profile ? What kind of education we must teach them to meet the challenges of the modern world ? These questions should concern us and should be addressed together. The answers to these questions are likely to guide the MENFP and feed the State strategy. The quality of your management and your leadership will result in the effectiveness of the institution you head and to the improvement of overall performance of the rest of the system.

The flight to quality, the ral use of the Fridays of reading are all government commitment and of MENFP towards education that we can only comply with your vigilance and your renewed involvement in the daily management of your establishment.

Ladies and Gentlemen inspectors,

You are the intermediary between the school and the Ministry. From the appropriation of your function depends the coherent collection of reliable data on the operation and the school environment. These data, you know, should allow those responsible to take appropriate and necessary decisions for change and modernize the system. The success of the school year begins the first week of October, it relies heavily on your shoulders. I expect of you the commitment necessary to continue the process of regulation of system. No school, no child, no teacher must be neglected, because they are all part of the system, influencing on the latter to an extent or another.

Your role is to enable us to achieve this standardization of the functioning of establishments to the application of standards set by the Ministry. We need to know the conditions under which each school works and also the conditions under which children learn. As for teachers, MENFP working on the case of the inspectorate to improve your working conditions. Try together, this year to achieve better educational and administrative supervision. The effective management of the system depends on you !

Dear students,

Small, young and old, from the fundamental school, secondary school, vocational training and higher education, we rely on you, on your interests, your application to studies, on your respect for teachers, to the institution you are attending. This will be your contribution, your building block to a better school and meeting the needs of your country.

This commitment is expressed this year by a considerable attention to the mastery of reading and writing and by an increased attention for the use of ICT in schools. I wish to get your support for these projects are carried out for the benefit of our children.
