Haiti - Politic : 8 new draft laws and orders adopted by the Council of Ministers
Wednesday at the National Palace, during a Council of Ministers chaired by President Michel Martelly, attended by the Prime Minister, Laurent Lamothe, 8 new draft laws and orders were adopted by the Executive.

I. Preliminary draft Law on the reorganization of the organizational structures of the Ministry of Tourism :
The purpose of the preliminary draft law on the reorganization of Organizational structures of the Ministry of Tourism, is to define the conditions required to ensure the institution a functioning allowing to register the work of the Ministry in time.

II. Preliminary draft Law on the organization and functioning of the Institute of Hospitality and Tourism Training :
In this draft law, it is established in place of the Hotel School of Haiti a National of Hospitality and Tourism Training (INFORHT). It fall within the framework of necessary steps to enable the tourism industry to grow in optimal conditions. By this preliminary draft law, the state will provide the tourism industry of specialized personnel who have received adequate training. To do this, it will :

  • Redefining the offers of training in hospitality and tourism in order to adapt to the requirements of the development of the tourism industry ;
  • Make the offer of training in hospitality and tourism available in different parts of the national territory by the decentralization of the public body authorized to provide it.

III. Preliminary draft Law on the revision of the legal status of travel agencies :
The different categories of Travel Agents play an important role in the travel industry and tourism in recent years. Today, these categories of travel agents and their different activities are not regulated in accordance with developments in the sector, while at the national and international level, there are high expectations on the regulation and modernization of the various activities of travel agencies.

IV. Preliminary draft Law on the revitalization of the National Tourism Council (NTC) :
This preliminary draft Act revitalizes the National Council of Tourism and modalities of operation and functions of the Council to enable the country to position itself as a true tourist destination, create a consultative body comprising representatives of various agencies, organizations and associations working in the field, in order to gather opinions on policies, programs and projects of the said Ministry.

V. Order relating on the appointment of members of the National Council for the Rehabilitation of Disabled Persons (CONARHAN) :
Are appointed CONARHAN members, the following citizens :

  • Jessie Pierre Saint-Louis : Representative of the Ministry of Public Health and Population (MSPP) ;
  • Marie Michèle Ambroise : Représentante du Ministère de la Santé Publique et de la Population (MSPP) ;
  • Yves Gérald Bourgeau : Representative of the Ministry of National Education and Vocational Training (MENFP) ;
  • Jean-Marie Legoute : Representative of organizations involved in the rehabilitation of persons with disabilities ;
  • Manuel de Heusch Desquiron : Representative of organizations involved in the rehabilitation of persons with disabilities ;
  • Jean Chevalier Sanon : Representative of organizations involved in the rehabilitation of persons with disabilities ;
  • Joël Edouard Vorbe : Employers' representative ;
  • Patrick Numas : Employee Representative.

VI. AOrder on the establishment of the Presidential Commission called "Technical Borders Commission (CTF)" :
The Commission's mission is to promote an integrated management of activities at the country's borders in order to streamline and improve the performance of public and private operators, by establishing a structure to facilitate the safety and the mode of control of persons and goods, while improving revenue.

VII. Order authorizing the National Office of Cadastre (ONACA) :
This Order authorizes the National Office of Cadastre (ONACA) to make the cadastral work in the following cadastral districts:

  • Cadastral District Jacmel: Municipality of Côtes-de-Fer ;
  • Cadastral District of Les Cayes : Municipality of Ile-à-Vache.

VIII. Order relating on the creation of the National Park of three bays:
According to the first article of this order, "the complex marine, coastal and land, located in the eastern half of the northern coast of Haiti, with an area of ​​75.618 hectares and a perimeter of 170 kilometers, was declared area protected under the name "Protected Area of ​​Natural Resources Managed of Three Bays." It consists of natural ecosystems of which is necessary to ensure long-term protection and maintain biological diversity, while meeting the needs of communities dependent on them."
