Haiti - Politic : Towards a better use of communal funds 17/10/2013 10:38:27 Laurent Lamothe recalled that "the Government runs more than 187 community development projects throughout the country, for a budget of around 1.4 billion gourdes, with 10 million gourdes per municipality. Of these 187 projects, 71 are already completed. Announcing that the Martelly administration would double the number of projects for the population under the Finance Act 2013 to 2014. Recall that through the implementation of these programs, which aim to develop municipalities, the government team intervenes in several areas such as drinking water, construction of markets, construction of schools and health facilities. The Prime Minister has indicated that in order to better coordinate these programs of communal development and in the interests of transparency, Steering Committees and of monitoring have been established involving the Primature, the sectoral ministries and parliamentarians to ensure the progress and sustainability of projects. He also suggested the participation of the Presidents of the various parliamentary blocs in these Committees. Tholbert Jean Alexis, welcomed the implementation of various government projects in the District of Croix-des-Bouquets/Thomazeau for his side, Senator Wencesclas Lambert (Southeast) highlighted the initiatives of the Government in his department on road infrastructure, power and construction of municipal markets. The Prime Minister explained that the mode of disbursement of communal funds, will be based on criteria to ensure accountability and that it was intended to build a database that will take into consideration the Strategic Development Plan of Haiti (PSDH) representing so far the base of the framework of Haiti growth and the real priorities for recovery and economic development of country. This new database will also include the three-year investment program, the Public Investment Programme and all projects mapped to the National Center for Geospatial Information.
