Haiti - Education : Towards the revaluation of public schools
Changing the image of public schools by improving the management mode and quality of teaching, practice a results-based management, including on the student performance to state tests, are, among others, the main objectives set by Vanneur Pierre, Minister of National Education and Vocational Training, which began a series of meetings throughout the Republic with directors of schools of the country. The management of public schools to be more effective, insists Minister Pierre, compared to the new logic of accountability that must guide the actions and decisions of each staff. To this end, the Directors and other officials of "public educational institutions of renewal" will now be linked to the Ministry of Education through a performance contract with, among others, three major provisions :

  • Sound management of funds and school and educational materials available to the school ;
  • Proper management of the physical space of the school ;
  • A high success rate to official exams. Regarding the latter clause, and as recommended by the Minister, the success rate that will now be significantly must be at least 70% to official exams for students of Philo and Rhaeto and at least 80% for the 9th AF.
    Compliance with this contract of performance, coupled with the support of the Ministry will be used to maximize the impact of financial resources invested in the system ; such profitability is targeted with human and technical resources.

"The lycées must regain their old image, which had been the pride of the Haitian family there that has thirty to forty years," stressed Minister Pierre in each of his interventions.

Addressing the social role of education and by extension that of the teacher, the Minister presents education as the backbone of any society entering into a movement of development and modernity, that must protect themselves against any form of abuse. In this regard, he recalled that directors and teachers, shouldn't neglect the important task entrusted to them as role models for students, nstilling in them the passion for learning, educators teaching them to project with more insurance in the future.

Among the key guidelines to be applied by the school directors, the fight against teacher absenteeism. It is inconceivable, according to ministry officials, that the agents are paid for their work do not show up at their posts without explanation or motivation for their absence. "Nobody is above the law. The law is blind in its application. I now want the presence of teachers in the classroom and the quality of that presence," asked the Minister to the school officials, while inviting them to enter into a planning scheme of needs, in to protect themselves against the fallen of the law.

Regarding the lack of teachers in secondary schools, the Minister announced that a workforce of 240 graduating students of the Ecole Normale Superieure (ENS), are currently in the process of being distributed in various lycées of the country .
