Haiti - Elections : Convening of Deputies in extraordinary session this week ? 04/11/2013 11:19:21 Recall that President Martelly and deputies favorable to the Government, of political majority block "Parliamentarians for Stability and Progress" (PSP), met last Friday about this convocation. This meeting followed the meeting of 24 October 2013, where the Head of State accompanied by Prime Minister Laurent Lamothe had met fifty deputies of PSP on the vote of the electoral law. Recall that the electoral law had been passed in the greatest confusion by the Lower House on September 9. The PSP challenged the adoption of section 241, setting the end of the tenure of senators of 2009 to the second Monday of January 2015, alleging a "malicious adoption of this article" claiming that the vote did not take place as claimed. These members favored rather, that the senators in end of term [2014], remain in office until the swearing in of new senators, to avoid a Constitutional vacuum. Proposal deemed inadmissible by Jean Tholbert Alexis, who alleged procedural issues... On October 9, the Senate voted in turn the electoral law [15 votes for, 0 against, 0 abstentions] after making changes to nearly 80 articles, including the tenure of senators who refers after amendment, to the amended Constitution of 1987 (6 years) and not to the electoral law of 2008 (5 years) currently in force... Due to changes made by the Senate, the electoral law was not passed in identical terms by the deputies, must be returned to the lower house for a new ratification in the same terms. A vote whicjh is likely to meet strong opposition from members of the pro-government bloc, including on the tenure of senators and the directorate of CEP. Note that deputies can only intervene on the articles modified by the Senators. If members vote as such, the legislation, the latter will be forwarded to the Executive for publication in the official newspaper "Le Moniteur" [as long as the Executive does not use its right to object...] In cases where the deputies would make one or more changes in the articles amended by the senators, shuttling between the two chambers will continue until a mutual agreement is reached.
