 Haiti - Politic : Interpellation of 3 ministers, uncertain outcome...
Monday, while ministers Jean Renel Sanon, Minister of Justice, David Bazile, Minister of Interior and Territorial Communities and Pierre Richard Casimir, Minister of Foreign Affairs prepare to answer this Tuesday, November 5, 2013 to an interpellation of the Senate whose https://www.haitilibre.com/en/news-9740-haiti-politic-senate-voted-the-interpellation-of-3-ministers.html whose uncertain outcome https://www.haitilibre.com/en/news-9780-haiti-politic-interpellation-of-3-ministers-the-senate-divides.html could possibly lead to a vote of no confidence [and resignation] for one or more of these ministers, the support against these interpellations are organized within the political class.

Thus, the Minister of the Interior has received support from the National Federations of Boards of Communal Sections (CASEC) and boards of Directors of Communal Sections (ASEC) who believe that the Minister Bazile is working properly for the decentralization and community development, saying they would be the first to demand his departure if it was not the case and asked the senator to not dismiss him. In addition, Justin Kenson Benoit, vice president of the National Federation of Communal Administration sections of Haiti (Fenacah) announced that CASECs and ASECs
will be present to Parliament on Tuesday to support the Minister.

The Minister of Foreign Affairs has received for its part the support of 16 former ambassadors and heads of mission of Haiti abroad, which in a letter to Senators explains the serious consequences of a vote of no confidence on the Haitian diplomacy especially in the burning issue of denationalization that risk over 200,000 Dominicans of Haitian descent living in the neighboring republic.

Letter to Senators :
"Honourable senators of the Republic,

We have the honor, in our capacity of members of the diplomatic representation of Haiti and former heads of mission, working on the front line to enforce the position of the Republic of Haiti on the decision of the Constitutional Court of the Dominican Republic, to address us to your high assembly to outline the following :

1. A serious crisis, irrefutable, born of the decision of the Constitutional Court of the Dominican Republic to strip their citizenship of hundreds of thousands of Dominicans of Haitian descent since more than a month shook the Haitian-Dominican relations. This crisis, by the multiple major issues it raises, beyond the bilateral framework. Bringing into play the springs of diplomacy, the Haitian government has been able to build a strong network of solidarity at the Caribbean and hemispheric scale,
to give an international dimension to this crisis, hoping to prevail in the end, the need for a solution based on the law, fairness and respect for human rights.

2. Working at the forefront of this diplomatic battle, we could measure the important role played by the Minister of Foreign Affairs, whose serene and effective action in the midst of this crisis, helped firmly establish the legitimacy of our cause. This action is recognized and acclaim in instances sub-regional, regional and international. Eloquently demonstrated by the recent meeting on 29 October 2013, of the Permanent Council the Organization of American States (OAS), in which the performance of Haitian Chancellor in the case management has earned him tributes supported by friendly countries, including those of the Caribbean and beyond.

3. The support of CARICOM in particular was outstanding. Ardent supporters of our cause, the Caribbean countries provide valuable, copy and unreserved support to the Haitian position. This is, unquestionably, the expression of a regional leadership that the Haitian diplomacy has striven to assert and that the country is beginning to reap the rewards today. With this solidarity that should be cultivated tirelessly, Haiti could legitimately have expected to overcome its views and its position in regard to a just and lasting settlement of the issue.

4. We take the liberty to point out that the expected success in the outcome of the crisis requires consistency, coherence and continuity in the Haitian diplomatic action. An eventual sudden withdrawal - in midstream - of the Chief of the Haitian diplomacy at this crucial stage would be detrimental to the process engaged with regional and international bodies. It would send a negative signal that would be perceived, rightly, by the other party, but also by strong advocates of the Haitian cause, as a repudiation of the action conducted so far with success by our diplomacy. In particular, it is likely to undermine the trust and commitment of countries friendly with us, especially those of CARICOM whose unconditional support is one of the best things we can have in the conduct of this case.

5. We are confident that the Senate, this assembly of wise men, mindful of the best interests of the state and recognizes the importance of ongoing diplomatic, will spare no overcoming and transcendence to help ensure continuity of the diplomatic action and spare Haiti the risk of ruining the ongoing efforts and the hard work made in past few months to build and strengthen the network of regional and international solidarity essential to the successful outcome of this crisis.

As the Minister of Justice, except the silent support of the Executive, he wll have to rely on its own capabilities to defend against accusations of the Senate and maintain his position.
