In its conclusions, the paper strongly recommends the LDCs, to give greater importance to employment in the context of their development policy. According to Yves Robert Jean, Director General of the Ministry of Planning and External Cooperation, Haiti plans to fully adopt the conclusions of this report, in order to increase economic growth and reduce poverty, otherwise "it is likely that the poverty, social instability and the rate of international migration increase," citing countries that emerged from the list of 49 LDCs, by recording significant growth rate, allowing to have a level of per capita income higher to 992 U.S. $ / year for three consecutive years [requirement].
