Haiti - Education: The Haitian inspectorate is about to move from paper to advanced technology
As part of the implementation of the Restructuring Plan and modernization of the the provision of educational services in the department of South-East (PREMOSE), 2 training sessions were conducted on 27 and 28 November in the Departmental Directorate of Southeast (DDSE-Jacmel), in favor of educational agents of the department for the use of digital tablets used to provide timely information on the functioning of the education system in the region.

Held for inspectors and executives of the decentralized structure of the Ministry of National Education and Vocational Training (MENFP), these 2 days of training aimed to teach these educational agents how to use the census electronic form and know, at the same time, the applications of digital tablets and of information systems in educational statistics.

This initiative should contribute to strengthening the current structure of the DDSE and increasing the capacity of principal inspectors and of zone to supply informations in a sustainable and lasting way, the structures of strategic and managerial planning of MENFP, but also and especially the DDSE.

The results of this training must result in the creation of an information system in education statistics integrated with automatic delivery of data to the Central Bureau of MENFP and academic department of South-East in particular.

By this approach, which has already taken place in several other departments of the country, including West, Central and North, the Haitian inspectorate is about to move from paper to advanced technology. Work that could take more than a week would be made today in less than 30 minutes.

« Je suis certain que ce matériel va faciliter ma tâche sur le terrain. Cette tablette me permettra de fournir de bonnes informations et de bons résultats. Ce, de façon rapide et efficace », a affirmé un inspecteur qui prenait part à la formation.

This initiative, which must take place within ten departments of the country, therefore falls within the framework of efforts to improve and modernize the Haitian education system, under the sign of the flight to quality, advocated by the holder of MENFP Mr. Vanneur Pierre.

This is a pilot experience to strengthen decentralized structures of MENFP for the Departmental Directorate of Education can play its role in providing mentoring and educational services, as desired by the Operational Plan 2012-2015 .

It should be noted that the planning and supervision of these training sessions were provided thanks to the technical support from the Spanish Agency for International Cooperation and Development (AECID), the Directorate of Planning and External Cooperation (DPCE), the Directorate of training and Development (DFP) and the Departmental Directorate of Education, Southeast.

To support the implementation of PREMOSE in the department of South-East Spanish Cooperation has provided a grant of five million euros (5 million) to the Ministry of National Education and Vocational Training (MENFP), following information provided by officials of the Ministry.

Recall that the Haitian and Spanish governments signed a Memorandum of Understanding, May 18, 2010 in Madrid, a few months after the earthquake that struck Haiti. Through various interventions and aid modalities, the MOU covers three main components of the strategy of the Haitian government, namely the increase of the public offer, the improvement of quality of education, the improvement of internal efficiency and the strengthening of the governance at both central and decentralized levels.
