Alexander V. Repkin the Representative of the Russian Federation recalled that the Haitian police forces would recover full responsibility for the maintenance of order. In recent months, Russia has monitored the country's social and political situation, which meant that the October elections will not take place, saying it is "regrettable" because only a peaceful and inclusive electoral process can bring stability, insisted the representative. Recalling that currently "prevails a sad economic and humanitarian situation, it is essential to confirm a Prime Minister in the shortest possible time," continued Repkin deploring that so far all attempts at expanded dialogue have failed highlighting "while it is the only effective way of settling the contradictions between the parties involved. The use of force has never brought political stability or economic stability and the forces involved must think about it and start the discussions." On his side Mansour Al-Otaibi, the Permanent Representative of Kuwait to the UN expressed the concern of his country in front of the political situation in Haiti and its negative consequences for the security and the stability of the country "Based on recent UN Secretary-General's report regarding the UN Mission for Justice Support in Haiti, the last few months have been characterized by protracted and to date unsuccessful negotiations on the confirmation of a new government, and a looming constitutional crisis caused by the failure to organize elections in time to renew the current legislature [...] We are gravely concerned over the escalation of violence in Haiti and urge all parties to remain calm, exercise self-restraint, and refrain from carrying out escalating steps" He added that his country welcomed the Haitian President's call for a national dialogue to resolve the current crisis and praised the role of national forces in controlling the situation and maintaining security in Haiti. In addition, the Kuwaiti diplomat urged Haitians to refrain from lobbying for elections, especially if their country is not yet ready to do so, stressing that facing the challenges facing Haiti during such a crucial step requires the necessary support from its regional and international partners.
