Haiti - COP25 : The Minister of the Environment Joseph Jouthe in Madrid
Saturday, December 7, Joseph Jouthe Minister of Environment left Haiti to Madrid (Spain) to join the Haitian delegation taking part in the negotiations of the 25th Session of the Conference of the Parties (COP25) to the Framework Convention United Nations Climate Change Conference (UNFCCC), which runs from December 2 to 13, 2019.

Upon his arrival in Madrid, Minister Jouthe responded to an invitation from his Taiwanese counterpart Chang Tzi-Chin, for a cocktail organized by Taiwan as a prelude to a formal meeting already planned between the two Ministers. They took the opportunity to exchange their points of view on the friendly and solidarity relations existing between the two countries.

Minister Jouthe will attend the high-level segment of COP25, which opens on Monday, where senior government officials are invited to comment on their country's commitments and efforts to strengthen climate action to close negotiations on the climate.

The Minister will take this opportunity to renew the Haitian State's commitment to strengthen the country's resilience to climate shocks and to contribute to the global effort to mitigate the phenomenon. Like the 24th edition, Haiti is once again pursuing a four-fold objective in relation to climate change :

(i) Promote, at the level of all sectors and other Ministries, a climate-smart national development;

(ii) Create a coherent response framework for country directions and actions to address the impacts of climate change;

(iii) Promote education on the environment and climate change as a real strategic lever to promote the emergence of environmental and climatic citizenship;

(iv) Put in place a reliable Measurement, Reporting and Verification system that can feed into the iterative planning processes of national climate change initiatives.

Since the opening of COP25, a multi-sectoral delegation from Haiti is taking part in the technical negotiations to prepare draft decisions or conclusions that should be adopted by 13 December. During these negotiations, the Haitian delegates set Haiti's priorities again as a weak emitting country for greenhouse gases that bears the full brunt of the consequences of climate change.

The delegation of Haiti has been present in a number of negotiating meetings on topics such as financing, technology, adaptation, capacity building and loss and damage. At the same time, it participated in discussions on the Koronivia Joint Action Program for Agriculture, where discussions focused on soil nutrients and fertilizer management.

About the COP21 Paris Agreement :
The Paris Agreement is an international climate treaty adopted at the 21st Conference of the Parties (COP21) at the UNFCCC held in Paris in December 2015. This international treaty is of a universal nature and includes significant advances in the fight against climate changes. It entered into force on November 4, 2016 and was ratified by Haiti in February 2017.
