Haiti - Education : Threat of indefinite strike, the Ministry of Education gives details 22/04/2014 13:16:49
1 - Regarding the standardization of wages, a salary increase based on a grid proposed by the Office of Human Resources Management (OMRH), in collaboration with the Ministry of Economy and Finance, was agreed at the first negotiating session with the platform of teachers' unions in January 2014. Its implementation was planned from April 2014 once the Finance Act 2013 to 2014 passed by Parliament. For this purpose, an amount of 688 333 312 gourdes was added to the budget of MENFP within the framework of revised draft budget 2013-2014 to increase the salaries of 27.920 teachers and principals in the primary and secondary public sector for the period April to September 2014. A decision which has been validated by the Council of Ministers dated April 16. Note that this increase varies between 30 and 60% depending on the categories.  2 - Regarding the appointment of teachers and full payment of their wages, MENFP informs that 6,562 appointment letters have been issued since the beginning of the fiscal year with particular acceleration since the beginning of February. The process is at an advanced stage. Certain delays that are due to problems with NIF and / or CIN, in addition to incomplete submissions. But one thing is clear, non-compliant files and not satisfying the qualifications for the positions for which they are submitted will be rejected. 200 million additional gourdes were also allocated to MENFP to treat wage arrears and new appointments. But the preliminary step remains the voting of the budget by parliament before operationalization. 3. Furthermore, an Order on the special status of education staff guaranteeing the careers of professionals in the public education sector and grid of advancement on the basis of qualification and experience has been adopted by the Council of Ministers. It was published in the official journal Le Moniteur April 1, 2014. In any event, the Government that recognizes the accuracy of the claims of the world teacher, has made enormous sacrifices by significant investments in the education sector despite the limited resources of the public treasury. In fact, they are more than 800 million additional gourdes that have been added to the budget of MENFP within the framework of revised budget for the year 2013-2014. The materialization of government commitments now depends on crucial vote on the budget by Parliament for the release of credit in order to respond to the salary adjustment and payment of new appointments. The Ministry of Education appeals to the understanding of teachers so that students are not, again, affected by strikes untimely stressing that it remains open to dialogue and remains confident that all players in the education sector have an interest in working together to protect the interests of the school which are closely linked to the interests of the world teacher.
