Haiti - Economy : Speech of President Martelly to the Forum Taiwan and Haiti
Tuesday, President Martelly, accompanied by figures from business and industry sector, participated in Taiwan to the Forum "Taiwan and Haiti: Partnership and Investment Opportunities" organized by the Taiwanese Ministry of Foreign Affairs (MOFA) and the Chinese Association International Economic Cooperation and made the promotion of Haiti in a speech that the head of state ended with a few words in Chinese "Zhong Hua Ming Guo Wan Sui ; Hai Di Gong He Guo Wan Sui" (Vive the Republic of China. Vive the Republic of Haiti).

Speech of President Michel Joseph Martelly :
"[...] This forum on the 'Haiti-Taiwan Partnership and Investment Opportunities' in Haiti, which brings us here today, is of particular importance to me, for the Republic of Haiti and the Haitian people. I'm really happy to join.

The objective of the Forum "Haiti-Taiwan: Partnership and Investment Opportunities" is to present to members of the private sector Taiwanese huge investment and business opportunities offered by Haiti in reconstruction and firmly on the path of development. Indeed, this Forum is a milestone in the development of economic and trade relations between the Republic of Haiti and the Republic of China. It offers us an ideal opportunity to seal and strengthen the public-private partnership, both nationally and in relations with friends of Haiti country, which is an important segment of the agenda of my administration.

I wish to extend my warmest thanks to My Dear and Great Friend, President MA, and his distinguished wife for their kind invitation. I also greet the Government and the Taiwanese people for the warm welcome given to my delegation.

I thank as well the representatives of the private sector, Haitian and Taiwanese, to have taken advantage of my stay in Taipei for organizing this meeting in which we put a lot of hope for the future development of relations between Haiti and Taiwan.

I applaud with both hands the initiative of organizing this forum, which falls in line with the priorities of the action of my Government to attract foreign direct investment to develop and optimally exploit the enormous potential of the Haitian economy to create wealth and jobs. The day of my inauguration as President of the Republic, May 14, 2011, I loudly proclaimed that Haiti is open for business.

It was very far from being a slogan; this is part of my vision to make Haiti no longer an eternal beneficiary of humanitarian aid but a country can rely on its own resources and its own means. The potential is enormous. Thus the actions of the Government of Haiti are oriented primarily towards the modernization of the legal and regulatory business environment, strengthening institutional structures, notably with the dynamization of the operation of the Investment Facilitation Centre, the creation of the Presidential Advisory Council for investment, improving the security environment, the creation of industrial parks and the development of growth poles.

Today, thanks to political stability returned, and economic and financial stable situation, Haiti gradually resumed its place in the Caribbean region. Indeed, during 2013, the Haitian economy grew by 4.3%, while the growth forecast for 2014 will be around 4.5%. During the 2012-2013 fiscal year, Haiti received more than two hundred million dollars of foreign direct investment.

Throughout the discussions of the Forum each Business women and Taiwanese businessmen will have the opportunity to discover and discuss business opportunities in Haiti in many and varied fields as well as the comparative advantages of the Haitian economy. However, I would anticipate a little to emphasize that, under the provisions of U.S. law HOPE / HELP, which allows export of Haitian products in the United States of America duty, Haiti is the best country in the region for the establishment of businesses or for capital investment in the textile and assembly.

It is in this context that was undertaken development work of the Caracol Industrial Park, a structure that currently, is ready to welcome all Taiwanese investor who wants to invest in the assembly sector.

There are many other promising sectors and growing, such as tourism, agribusiness and infrastructure, that are ready to welcome foreign capital. There is, for example, the integrated tourism development plan of Ile-à-Vache on which my delegation is ready to share with you the plan.

To all these advantages and opportunities are added, among others, the proximity of Haiti with one of the largest markets in the world, its participation in the regional integration movement thriving in the Caribbean and a number of international commitments such as the revised Cotonou Agreement linking the African, Caribbean and Pacific States and the European Union and offering a privileged access to Haitian products to the European market, and especially the effective participation of Haiti to the Unique Market and Economy (CSME) of the CARICOM.

All this makes my country, Haiti, a real foreign investment destination.

Ladies and Gentlemen,

Recently, the President of the Republic of China (Taiwan), His Excellency MA Ying-jeou made ​​an official visit to Haiti. Less than a year later, I find myself here in Taiwan, to better understand and especially discuss what builds the success of your country that many call 'Taiwanese miracle'.

You will agree with me, ladies and gentlemen, that this is a testament of the good health and vivacity of friendly relations and cooperation linking so fortunately the Republic of Haiti to the Republic of China (Taiwan).

I hope that the presentations that will be made at the forum and the discussions that will follow will help everyone to discover more about Haiti and its market, and thus contribute to the development of this public-private partnership so wanted and desired between Haiti and Taiwan.
