Haiti - Diaspora : The new Minister of MHAVE unveils his strategy
Monday at the Royal Oasis hotel in Petion-Ville, François Guillaume II, the new Minister of Haitians Living Abroad (MHAVE), launched the week of activities around the National Day of the Diaspora on the theme "For the integration and active participation of the diaspora".

In his speech for the occasion, the Minister François expressed his vision aiming to restructuring the Ministry to enable it to properly fulfill its mission. The first actions include to identifying members of the diaspora, to build reception centers for the diaspora, to create an investment fund of the Diaspora, to establish representative structures of ministry in the countries with a strong Haitian concentration. Stressing that the IMRE (Initiate-Mobilise-Restore-Establish) will be the basis of all fields of intervention of MHAVE both in Haiti and abroad.

Speech by Minister Francois Guillaume II :
"[...] Let me thank you for your presence at this opening cocktail of the Week of the diaspora. I take this unique opportunity of this ceremony to highlight once again the firm intention of the President of the Republic HE Mr. Michel Joseph Martelly and the Government of Prime Minister Laurent Lamothe Salvador, for a real and full reintegration of the capacity of the Haitian diaspora in their home country. For 3 years at the same time, the Ministry, an institution of service receives compatriots abroad. This is a time of sharing and exchange. Together, we measure the progress made and the path that lies ahead.

The synergy is always sought. The flattening of legal obstacles, bureaucratic for the full social, political and economic integration remains a goal relentlessly pursued. It is no coincidence that the theme chosen for this year's event 2014 is 'For the integration and active participation of the diaspora'. On the integration front, there has been progress, thanks to the efforts of the Head of State, Michel Joseph Martelly, Prime Minister Laurent Lamothe Salvador. A fellow naturalized American, Canadian, French, German etc... is now entitled to his passport. He just has to make the request. His national identification card (CIN) provides him access to the polls. It can influence political decisions in his country due in part to the full enjoyment of their civil and political rights. There are 10, 20, 30,40 years, this was impossible.

In light of his achievements, we better measure the steps that have been taken. Others step must still be done because there are still some doubts about the occupation of certain political positions.

Be sure, next to each Haitian of the Haitian diaspora, the MHAVE will be there to bring down the virtual wall but real barrier that summarizes this proverb 'Pitit dey ò ak pitit andan'. Haiti has seen us born, it rocked our grandparents with her harms. Today, our children born abroad want to live, invest in this land of sun and freedom. Nobody can say they do not have that right. 'Manman, ayiti, pye mapou, se pou nou tout. Nou tout se fèy ki konekte nan yon branche isit kou lot bò paske nap chache lavi. Pesòn pa gen dwa di nou tout pa gendwa vin chita nan freche, anba mapou Ayiti. Pensòn tou pa gen dwa di nou se transfè sèlman pou n voye paske nou pa gen dwa vin n met men, fè sakrifis pou Ayiti, peyi nou an vin pi bèl, pou l’ tounen jan li te ye lontan an'.

I am pleased with the great interest in this great event. The number of participants shows the dynamism of the diaspora, because of the diversity of topics presented in different panels presented during the week. I am happy to see a MHAVE, which brings a wide community of Haitians came from North America and South America, the Caribbean, Europe and also Africa, that has for the sake to bring the compatriots of the Alma Mater, to group several generations, to value them, to energize them even more and to facilitate their integration.

Dear friends, the MHAVE continue to fight this battle for integration, for the participation of Haitian of the diaspora. President Michel Joseph Martelly, Prime Minister Laurent Lamothe Salvador are very sensitive to that. The main areas of intervention according to the roadmap they have given me well illustrates it.

For this purpose, the MHAVE will have [IMRE] :

1) Initiate a real census campaign of the Diaspora. The campaign will begin with the start of the issuance of National Identity Cards of Haitians Abroad. This will be a very useful data base. Without census the information on the location of Haitian communities abroad, it will be difficult to plan the provision of other services. At this milestone, the MHAVE will rely on all partners.

2) Mobilise the Diaspora towards the creation of an investment fund and a proposed action. Together with the CFI [Investment Facilitation Centre], the MHAVE will engage private investment firms so that the Diaspora can have the necessary technical analysis to invest its capital in socio-economic projects in Haiti.

3) Restore Haiti's image to the exterior. In collaboration with the Ministry of Tourism, the CFI and the Ministry of Culture, MHAVE will begin an international campaign of 'Brand Haiti' which aims to make members of the Diaspora the 'Ambassadors and guarantors' of our image abroad.

4) Establish a network of reception center in Haiti as well as abroad. This network will allow MHAVE to better serve Haitians abroad who come to Haiti. The establishment of centers abroad, in collaboration with the Ministry of Foreign Affairs is also considered.

This roadmap of the MHAVE is especially that of all Haitians of the Haitian diaspora. Integration requires proximity and sharing common goals.

In this context, I am pleased, as Minister of Haitians living abroad, to be at the forefront of the state policy and of the satisfaction of being able to rely on the goodwill and commitment manifest of all relevant sectors, ready to contribute to the realization of this vision.

Ladies and gentlemen, dear friends, I can not end this welcome speech without once again thank the diaspora for his faith in Haiti. President Martelly, Lamothe Government relies on you."


Many personalities from Haiti and abroad, were present at the launch, including Marie Carmelle Jean-Marie, Minister of Economy and Finance, Dr. Rudy Hériveaux, Minister of Communications; the Secretary of State for Animal Production, Michel Chancy; the famous international actor, Jimmy Jean-Louis; singer Luke Mervil, musicians Tabou Combo (Fanfan, Kapi and Élisée); former Minister of MHAVE Daniel Supplice former Minister of Culture, Josette Darguste and a large number of compatriots in the diaspora, from diverse backgrounds, alongside officials from the Ministry.
