Haiti - NOTICE : U.S. Coast Guard seeking candidates
The U.S. Coast Guard, through the U.S. Embassy of Port-au-Prince, Haiti, is seeking candidates for a special International Cadet Program available to outstanding single Haitian men and women between the ages of 17 to 23.  This is a rigorous four-year program in the United States and candidates will return to Haiti and serve in the Haitian National Police, including the Garde Cote.  A high level of English is required.  If you are interested, please see the below announcement for more details.

Announcement :
The US Embassy Port-au-Prince is pleased to announce a special university program available to outstanding young Haitian men and women between the ages of 17 to 23 for the upcoming 2015 Academic Year.

The United States Coast Guard Academy (USCGA) in New London, Connecticut, is seeking candidates for the Class of 2019 International Cadet program.

The Coast Guard Academy is one of the four
armed Services Academies in the United States
that offers a four-year program with an intensive undergraduate curriculum leading to a Bachelor of
Science degree. This program, coupled with
military and leadership training, enables graduates
to assume responsible roles in the maritime or government service. The curriculum is weighted
heavily toward mathematics, science and engineering courses.

Haitian candidates must have excellent English skills (see Requirements below) as all instruction is provided in English. The Academy offers the following eight majors: Civil Engineering; Electrical Engineering; Naval Architecture and Marine Engineering; Operations Research; Marine and Environmental Sciences; Government; Mechanical Engineering; and Management.

The Academy program also consists of formal classroom training in subjects, such as, navigation and law enforcement, supplemented by summer programs that include general shipboard and aviation training, seagoing experience aboard the USCG training ship Barque Eagle, military training, and other operational experience. Haitian candidates are subject to Coast Guard Academy regulations covering class attendance, discipline, and resignation and graduation requirements. International students are not entitled to a commission in the USCG after graduation.

Candidates will return to Haiti and serve in the Haitian National Police, including the Garde-Cote.

Requirements :
All potential candidates must be formally sponsored by the Government of Haiti Ministry of Interior and Territorial Collective or the Ministry of Justice and Public Security. The individuals must return to Haiti at the completion of the program.

Candidates for the Class of 2019 are required to meet the following requirements:

  • Age: Be at least seventeenth but not their twenty-third birthday by June 29, 2015.
  • Testing: Candidates must take either the Scholastic Aptitude Test (SAT) Reasoning or American College Test assessment (ACT). A minimum of 600 on the Math portion and a minimum of 600 on the Verbal portion is recommended.
  • Language assessment: Candidates must take the Test of English as a Foreign Language (TOEFL). A score of 560 on the ITP (paper-based test) or 90 iBT (computer-based test) is recommended. In some situations, the English Comprehension Level (ECL) may be administered in lieu of the TOEFL. A minimum score of 80 is required on the ECL.
  • Dependents: candidates must NOT have any children or legal dependents
  • Candidates must NOT be married.

Costs :
The cost of instruction at the Academy is approximately $97,000 annually and scholarships are available for candidates from selected countries, including Haiti.

While at the Coast Guard Academy, international cadets receive the same pay and allowances as their U.S. counterparts.

Application Process and Timeline :

  • Haitian candidates must submit their initial application by November 30, 2014 to Director of Garde-Cotes, Jean-Mary Wagnac.
  • Candidates must earn an endorsement from the Government of Haiti Ministry of Interior and Territorial Collectives or Ministry of Justice and Public Security by December 15, 2014
  • Interview: Once all requirements are presented to the Government of Haiti, they will recommend individuals to interview with a US Embassy team between December 15 through December 30, 2014.
  • Candidates are required to present a certified high school transcript at the interview. The interview will review the candidate's high school performance, English skills, activities, and evidence of physical fitness.
  • Test scores and all other language assessments must be completed by January 15, 2015.
  • The US Embassy will announce the recommended candidate list by January 15, 2015 and present the names to the Coast Guard Academy for consideration and selection.
  • Candidates must pass the physical fitness test by February 1, 2015.
