Haiti - Economy : «Agriculture as a growth locomotive is appropriate» dixit Evans Paul
Friday at the Kinam Hotel, the Ministry of Economy and Finance organized a two-day seminar-workshop on the broad guidelines of the 2015-2016 budget, around the theme "Agriculture for sustainable development in Haiti" in which in particular participates, the Prime Minister, Evans Paul, Wilson Laleau, the Minister of Economy and Finance, Yves Germain Joseph, Minister of Planning and External Cooperation, Ariel Henry, the Minister of the Interior and Local Authorities, Fritz Robert Saint-Paul, President of the Superior Court of Auditors and Administrative Disputes, Jean Vernet Henry, Rector of the State University of Haiti, several senators and executives of the public service.

In his speech the Prime Minister Paul declared "We must return to the fundamentals of our economy to find the foundation of growth and development. The strengthening of democratic institutions is an important step towards political stability that should lead to the institutional overhaul. The Government wants to strengthen good governance and institutionalize a participatory approach in the formulation of the budget of the republic. Our primary role is to ensure favorable conditions for the renewal of democratic institutions through the organization of transparent and credible elections.

We must change the choices and public policy strategies in order to have better economic performance of at least 4% annually.

The 2nd challenge is the investment in human capital for development of a technical workforce capable of responding to economic change. The country needs a large number of intermediate and technical staff.

The strategic choice of agriculture as a growth locomotive is appropriate. Agricultural development can quickly contribute to the development of employment in strengthening food security and improving the trade balance.

We need a rational policy of the economy, but playing politics with the economy. The second challenge is to strengthen property rights, the modernization of the cadastre and infrastructure."

For Yves Germain Joseph "The major project of economic overhaul includes the modernization and revitalization of agriculture, livestock and fisheries that remain the pillars of the country's current economy and generates thousands of direct jobs and indirect. The modernization of these three fields of activities will have a multiplier effect, which will help create wealth and jobs and help reduce the country's dependence on food [...] Take agriculture as the locomotive does not imply that the other sectors and objectives are discarded. This means simply making the choice of a convergence to allow the agricultural sector [...] to revitalize, strengthen and make a greater contribution to achieving the objectives prioritized by the Nation."
