Haiti - Environment : Launch of the National Environmental Assessment Office 12/10/2015 12:26:32 In his speech Dominique Pierre, Minister of Environment, stressed the importance of this body for Haiti "The implementation of BNEE meet a constitutional requirement to protect the population against any practices that might disturb the ecological balance. This is a significant contribution in the strengthening of institutional capacity of the Ministry to fulfill its mission." Yvonne Helle, the UNDP Representative in Haiti, highlighted "the role of the State as a key actor in the field of environmental protection is unavoidable. It is in this sense that UNDP supports the establishment and the official launch of this office so that public policies and consistent reforms are undertaken since 2030 peak already on the horizon." The creation of the BNEE, s part of the implementation of the environmental policy of the Haitian State. To ensure operation in optimal conditions and make available to it the appropriate resources, the Ministry of Environment and its partners developed two law drafts including a draft General Law on Environmental Assessment and a draft Organic Law on allocation, organization and functioning of BNEE, to be submitted to the vote of the Haitian Parliament during the next legislature. Learn more about the BNEE : The BNEE is a technically decentralized body whose mission is to promote and implement the National Environmental Assessment System, dedicated to the analysis and consideration of the environmental factor in public policies of the Haitian State, transversely. This environmental assessment system will include the Environmental Impact Studies, which will analyze, upstream, the potential consequences on the environment of the various programs, plans and public policy of the State at the national level, to prioritize those whose negative impacts on the natural environment and ecosystems are lower. The Environmental and Strategic Assessments, another element of the system, will allow to improve planning by analyzing the programs, plans and policies in the light of sustainable development priorities. Finally, the Environmental and Social Audits, will collect information related to the various projects and programs and to verify, from a set of pre-established indicators, compliance with these environmental standards. The BNEE finally will ensure on the whole, to integrate standards and good environmental and social practices in the planning and implementation of all projects, programs, plans relating to the environment, which are deployed in the country.
