In a letter dated December 31, 2015, Pierre-Louis Opont, President of the Provisional Electoral Council addressed to the President Michel Martelly, it was written "[...] January 17th, 2016 is the most distant date in the year 2016 for the holding of elections, which would allow us to respect the constitutional deadlines for a president elected before February 7, 2015 and fill vacancies for the Senate, the Chamber of Deputies, the Casecs, the Aseces and the city Delegates. We suggest you Excellency, to convene the people into elections for the Sunday, January 17, 2016."

On January 1st the day of the commemoration of the 212th anniversary of the proclamation of the independence of Haiti, the President Michel Martelly during his speech to the Nation, in Gonaïves, announced the 2nd round of the Presidential Election for January 17, 2016 "Yesterday December 31 I received two letters from the CEP, a letter where it sent the results of the parliamentary elections to publish them and another letter in which they explained to me that to respect the parliamentary entry of January 11 and the inauguration of the new President on February 7, elections must be organized no later than January 17, 2016, this week i will relase a decree inviting the people to vote Sunday, January 17, 2016.

I ask everyone to respect the rules of the game, I ask all fanatics and supporters to stay calm, I ask you to vote en masse as it should be, go vote for the person you think will represent you best."

On January 4, Pierre-Louis Opont, again wrote to the President of the Republic and returned on the date of January 17, 2016 "The Provisional Electoral Council is in the painful obligation to inform you that, following its extraordinary plenary meeting of Monday, January 4, 2016, it found that it would be very difficult if not impossible to carry out the second round of presidential elections, the partial legislative and local elections on January 17, 2016.

Indeed, not yet having in hand the report of the Independent Electoral Commission of Evaluation formed by the executive on the one hand, and secondly because of the non-publication of the convoking the people in elections, 12 of preparation are not enough to complete all the activities prior to the elections even if such convocation would be made during the day.

The Council takes this opportunity to renew its availability for a meeting with the Executive to see the implication of this new reality and to be able to complete the electoral process with this evidence of not having a President elected on Feb. 7, 2016."

In response to the letter of CEP the Private Secretariat of the President of the Republic invites the Council to an urgent meeting Tuesday, January 5, 2015, at 11:00 am at the National Palace to better discuss of it.
