Haiti - Politic : The New Minister of Planning, part of the continuation 04/04/2016 10:12:06
The opportunity for the Minister Fleurant to inquire of the reality in the main entities of the Ministry to better define and plan its action during this transition period. Addressing participants at the meeting, the new Minister has made clear its desire to lay the foundations that will make the institution "the true backbone of the strategic planning of development of the country." To this end, he spent instructions to the head of the Directorate of Public Investment (DIP) that will have to, in a short time, prepare for each activities sectors the Public Investment Programme (PIP) corrigendum, called to be lowered... Note that the actions of the new Minister, if one refers to his installation speech, is part of the continuation, had declared "[...] I will do my best in the time allotted to me to continue, finalize and consolidate the reforms already under way and ongoing initiatives particularly in the field of Spatial Planning and Local Development where it will be among others, to finish the drafting of National Land Planning Scheme and validate it based on a participatory process involving all stakeholders. The development of the Triennial Investment Plan for the period 2017-2019 will also be a top priority of my administration. Resulting from the Strategic Plan of Development of Haiti (PSDH), the three-year plan will be designed to maximize the opportunities for creating decent jobs and poverty reduction in the context of seeking inclusive growth. The development of a Public Investment Programme (PIP) 2015-2016 corrigendum will be undertaken jointly with my colleague from the Ministry of Economy and Finance; that PIP corrigendum is justified given the requirements thrusted by the transition and the consequences of the decline in agricultural production due to prolonged drought. [...] In the field of cooperation, I will give priority to the stimulation of External Aid Coordination Framework Development for it is a true joint mechanism intended to ensure the effectiveness of aid in the framework of the implementation of the principles of the Paris Declaration. I will associate in the best period to agencies involved in humanitarian assistance management to finalize a response plan addressing not only the urgent problems faced by the most vulnerable groups, victims of food insecurity, but also identifying the medium and long term actions that will allow to brave the structural problems. My biggest challenge will be to reconcile the structural and conjunctural, urgency and development. In the current state of the country marked, I repeat, by the immensity of the needs, the precariousness of national resources and the significant reduction in public development aid, the margin of maneuver of my team might not be at its top [...]" HL/ HaitiLibre
