Haiti - NOTICE : Searching for a private operator to the Port of Cap-Haïtien (pre-qualification)
The Government of Haiti (GDH) wishes to rehabilitate and modernize the international seaport located in Cap-Haitien, Haiti. As a result, the GDH has requested financial support from the US Agency for International Development (USAID) which agreed to invest 65 million US dollars to improve the facilities and efficiency of the Port of Cap Haitien ("PCH" or the "Port") which will help to stimulate economic growth in the north of the country. At the same time, USAID and the GDH through the Ministry of Economy and Finance ( "MEF") and the National Port Authority ("Authority" or "APN"), have initiated the identification process of a private operator ("Operator") with proven experience in the port sector, capable of financing port equipment and to manage, operate and maintain the container terminal at the international port of Cap Haitien through a lease (PPP) in the long term (the "project").

GDH and USAID have hired the International Finance Corporation (IFC) as the principal advisor to provide support to develop the structure of the transaction and help in the selection of an operator for the management, operation and maintenance of the PCH through a fair and transparent bidding process. With the goal of getting a shortlist of investors, the GDH, USAID and IFC launch this Notice of prequalification (the "pre-qualification") which is intended for companies or consortia with experience in the port sector.

This pre-qualification notice is part of the international bidding process that will be launched shortly. The Authority intends to select the Investor for the Project through an international bidding process open, transparent and competitive, in accordance with Haitian law of public procurement of 2009and international best practice (the "process Bidding"), with the aim of commercially sign the PPP contract with the successful bidder early 2017.

In response to this Prequalification Notice requesting for interested investors to pre-qualify for the Project, any person wishing to submit a pre-qualification application for the project will have solicit the Pre-qualification documents available for download on www.apn.gouv.ht/news/ and www.chpopportunity.com/

More information on the Project are contained in the Information Memorandum also available for download from these sites.

Interested bidders should copy the contact of APN on all correspondence related to this Notice for Prequalification and sent to the coordinator of the IFC the coordinates appear in the data sheet of the Pre-qualification Document.

Prequalification applications written in French or English must be submitted no later than 18:00 (EST) August 4, 2016 to the email addresses below :
