An original of the minutes will be given to the foreign body that represents the "Community observers". Under the new procedures for the election of October 9, each "Community observers" will make a report to be sent to the Votes Tabulation Centre (CTV) in the same envelope that contains sensitive electoral materials signed by the members of the polling station. These procedures violate Article 167-3 of the decree [...] The congestion of CTV with of minutes and unauthorized documents, the lack of transparency in the procedures of quarantine of minutes, associated with the appointment of controversial figures in the leadership of CTV, paving the way for a partisan instrumentalisation of "regulations" in view of "sidelining" selective, by the Office of National Electoral Litigation, of minutes favorable to PHTK candidates. [...] Ultimately, Mr President, these "Community observers" that will be deploying October 9, 2016, are actually disguised representatives, placed as sentinels within the electoral machine, against other parties whose PHTK" In summary what attempts to highlight the PHTK is that the future president of Haiti could depend on the PV of these 14,000 "Community observers" if it is found that they are instrumentalized by the CEP or the ruling power and not the democratic vote of the voters...
