Haiti - Elections : The PHTK denounces of elections technically and administratively directed
In a letter addressed to Léopold Berlanger, President of the Provisional Electoral Council (CEP), Marie Yanick Mézile Acting President of the Platform PHTK on behalf of party leaders express its disagreement on several illegal provisions adopted a few weeks of the poll October 9, 2016 and denounce others that clearly indicate that the next elections will be technically and administratively directed for the benefit of political sectors currently represented in CEP.

Excerpts from the letter to Léopold Berlanger :
"[...] The CEP you lead decided at the last minute to increase the number of voters per polling station. This figure rose to 450 in October 25, 2015 to 570 on October 9, 2016. This provision will cause a stir across the electorate. About 40 to 60% of voters will, unwittingly, will change polling station between October 25, 2015 and October 9, while it is a continuation process.

The CEP you lead will deploy at the public expense, about 14,000 "Community observers" who will be endowed with power of decision and execution in the election administration chain. These "Community observers" have no legal status because they appear neither in the Electoral Decree of 2015, nor in the 'CEP regulations relating to domestic observers' published by you on July 27, 2016. These" Community observers" are recruited from political sectors represented in the CEP that you lead and have never concealed their hostility to the October 25 election 2015 and in particular to the candidates of PHTK [...]

[...] In violation of Article 169 of the Electoral Decree, which states : 'The counting minutes is prepared in six originals, also visible, duly signed', the CEP you lead decided to print the counting minutes in seven originals. An original of the minutes will be given to the foreign body that represents the "Community observers". Under the new procedures for the election of October 9, each "Community observers" will make a report to be sent to the Votes Tabulation Centre (CTV) in the same envelope that contains sensitive electoral materials signed by the members of the polling station. These procedures violate Article 167-3 of the decree [...] The congestion of CTV with of minutes and unauthorized documents, the lack of transparency in the procedures of quarantine of minutes, associated with the appointment of controversial figures in the leadership of CTV, paving the way for a partisan instrumentalisation of "regulations" in view of "sidelining" selective, by the Office of National Electoral Litigation, of minutes favorable to PHTK candidates.

[...] Ultimately, Mr President, these "Community observers" that will be deploying October 9, 2016, are actually disguised representatives, placed as sentinels within the electoral machine, against other parties whose PHTK"


In summary what attempts to highlight the PHTK is that the future president of Haiti could depend on the PV of these 14,000 "Community observers" if it is found that they are instrumentalized by the CEP or the ruling power and not the democratic vote of the voters...
