Haiti - Security : Minustah has funded about 450 projects...
The Reduction of Community Violence (RVC) celebrates its 10th anniversary in Haiti as a section of the United Nations Stabilization Mission in Haiti (Minustah). Sandra Honoré, Special Representative of the Secretary-General of the United Nations, stressed "This is a time for a retrospective of the gestures and efforts that the Mission has made in favor of the Haitian communities in the most disadvantaged neighborhoods to improve and their conditions of life, their personal development."

Let's recall that the RVC was created by Resolution No. 1702 of the United Nations Security Council of 15 August 2006. In creating the RVC, the Council clearly asked the Minustah to "reorient its efforts [...] towards a comprehensive program to reduce local violence that is tailored to local conditions and includes assistance in strengthening local governance and the rule of law..." It aims to provide employment opportunities for former armed gang and to the at-risk youth, as well as vulnerable groups, particularly women, in order to contribute to Haiti's stabilization efforts. This approach, unique in peacekeeping operations, has become a model of intervention that can be adapted to multiple contexts.

Since the 2010 earthquake, the RVC has expanded its field of action to areas particularly affected by the earthquake, where communities have been severely undermined. The programs have been adapted according to the assessment made with the community according to the situation so that more sustainable structures and initiatives can take over.

Main lines of action for the RVC Section :

  • Creating Jobs and Protecting the Environment through the Rehabilitation of Community Infrastructure ;
  • Reintegration of Vulnerable Youth, through training, socialization and psychosocial support ;
  • Rehabilitation in the prison environment, by reducing the prisoner's potential for violence and its preparation to its socio-economic and community reintegration ;
  • Gender Issues, with women being considered one of the most vulnerable groups in communities affected by violence ;
  • Legal and Judicial Assistance, violence often being linked to lack of access to justice.

This section will always remain faithful alongside Haitian communities to help the reinforcements partners who will take a day the baton to sustainably continue the culture of peace within their community.

During its 10 years of action, the Minustah RVC has funded about 450 projects (nearly 4 projects per month) totaling over US $ 76 million for the direct benefit of 400,000 Haitians.
