Haiti - Elections : Moïse does not respect his solemn commitments
Representatives of religious institutions including Msgr. Poulard Guire and civil society and human rights organizations, in a statement dated Tuesday 22 August, express their deep concern that the results of the first phase of the indirect elections, to constitute the municipal assemblies, have not yet been published in Le Moniteur For a little more than a month, on 21 July, the Provisional Electoral Council (CEP) announced that it had sent to President Jovenel Moïse for publication the list of 698 elected municipal assemblies...

According to article 188 of the Electoral Decree it is stipulated "The results of the elections, once officially proclaimed by the CEP, shall be sent immediately to the President of the Republic for publication within a time limit oot exceeding one full day in the official journal of the Republic, Le Moniteur."

The signatory of this declaration recalls that "at the time of taking office, the President of the Republic has sworn to faithfully respect the Constitution and the laws of the Republic, to respect and ensure respect for the rights of the Haitian people [...]" affirming "[...] in accordance with the prescriptions of the electoral legislation, the Head of State has no other choice to publish the results proclaimed by the competent independent institution. Any other behavior of his part would be tainted with unconstitutionality and would call into question the legal basis on which its own power rests."
