Haiti - Politic : Important decisions adopted to the Council of the UEH 06/11/2017 09:00:30
Decisions adopted : 1 - The right of reserve of the members of the Executive Council and the Council of the University : No member of the CU or the EC is authorized to take public positions on the internal dissensions and contradictions that occur within one or other of these bodies. Once the University Council has decided on any issue, opposing or minority points of view must be careful not to speak publicly. The duty of discretion is binding on all members of the CU and the EC. The University Council reserves the right to punish offenders in accordance with internal regulations. 2 - Undue payments required of students for their end of studies work : The University Council has decided to prohibit UEH professors from requiring or receiving from students the payment of financial remuneration or any other form of compensation to accompany them in the realization of their final dissertations. It is understood that this resolution does not apply to submissions funded by certain projects executed with third-party institutions or organizations whose budgets clearly provide for an allocation for supervisors. The University Council undertakes to take all necessary measures to curb this practice in the entities in which it exists. Any contravener of this measure will be sanctioned in accordance with the ethical principles that should guide a professor to University. 3 - The distribution of the 2017-2018 budget : The CU decided to adjust the salary of the teachers who changed class in the interim grid taking into account all the requirements of the latter, namely the academic level and the number of years in teaching and research. In its resolution, the Council also decided to strengthen the research activities of the UEH through the allocation of an amount to the Research Support Fund (FAR); the maintenance of the debit card and the adjustment of the salary of the members of the administrative and technical staff through the granting of promotion on the basis of the salary scale of the Ministry of Economy from the precise proposals of the different entities and the Central Administration, each one in his case; the granting of fixed allowances to the members of the Executive Council, Campus Officers, Deanships, and Executive Boards according to their rank. Finally, the University Council has fixed the distribution of the remaining part on the basis of urgent needs clearly expressed or prorated from the budget allocated for the 2016-2017 financial year. 4 - Location of the UEH main campus : The University Council has decided that the main Campus of the University will be built in Damien, on the land belonging to it and authorizes the Executive Council to take measures for updating the modular mass plan with groupings according to the specificities of the different entities. The project must take into account all social, economic, environmental and geotechnical impacts in order to mitigate relative risks. The CU invites the Executive Council to undertake, if necessary, all necessary steps for the acquisition of other spaces for the construction of extensions of the Campus. 5 - Document on Management Modalities of the Research Support Fund (FAR) : Following the Council Resolution of August 5, 2017 creating the Research Support Fund, the University Council approved the document on the modalities of management of the Research Support Fund (FAR) submitted by the office of the Vice-Rector for Research. The FAR feeds 5 sub-funds:
6 - Constitution of the Steering Committee of the Estates General: The University Council welcomed the formation of the Steering Committee of the Estates General, which was inaugurated on 12 October 2017 by the Executive Council of the UEH. It is composed of :
