In light of this, the economist Fritz Jean and several other colleagues including Pierre-Marie Boisson and Etzer Émile, question the realism of the budget, recalling that the government had rectified the budget 2016-2017 to 118 billion Gdes then after a few months, it had tabled the budget 2017-2018 with an amount to just over 144 billion gourdes. If the expenditures are clear the sources of revenue are much less... citing, among other things, as an example: revenue forecasts based on future increases in fuel prices (almost impossible to apply) and forecasts on Treasury bills (who have little success with people). Other elements of revenue growth are speculative and are based, among other things, on assumptions of GDP growth, price stability, a drop in inflation and the Gourdes rate, and an increase in tax collection....
