Haiti - Security : Attack of Cap-Haïtien, strong reactions
Prime Minister Lafontant :
Saturday in a statement, Prime Minister Jack Guy Lafontant vehemently condemned the serious incident occurred in Cap-Haitien Café Trio Saturday, April 28, 2018 https://www.haitilibre.com/en/news-24235-haiti-flash-attack-with-tear-gas-during-a-conference-1-death-and-several-wounded.html whose provisional record is 1 dead and several wounded.

"In this painful circumstance, the Prime Minister and the Government offer their deepest condolences to the family of the journalist and host of this conference Jacques Dubois, who lost his life and wish a speedy recovery to the wounded."

The Prime Minister says "The Minister of Justice and Public Security is instructed to pass formal and immediate instructions to the judicial and police authorities in order to expedite all investigations for the purpose of laying hands on the direct perpetrators and accomplices of this odious act, so that they may be arrested, tried and punished by the law at the height of their crimes."

On Sunday, as part of this affair, Lafontant chaired an extraordinary meeting of the Superior Council of the National Police (CSPN) at the North Delegation.

Municipal Council of Cap-Haitien :
Saturday, the Municipal Council of Cap-Haitien, in a note made public at 22:30 condemned the barbaric act that occurred in the second city of the country at the Cultural Center Café Trio.

"[...] The Municipal Council of Cap-Haitien condemns with all its strength this barbaric act on Capois territory against Capois dignity [...] it recalls that the Haitian Constitution of 1987 in force guarantees the right to life. Any infringement of this right is barbaric and must be rigorously sanctioned.

The Municipal Council of Cap-Haïtien asks the judicial and police authorities to take the necessary measures to shed light on this incident similar to a terrorist act [...]

North Senator Jean-Marie Ralph Féthière :
Senator Jean-Marie Ralph Féthière (PHTK) Chairman of the Standing Senate Committee "Defense and Armed Forces" condemns with the last force the incident occurred Saturday, April 28, 2018 at the Café Trio in the city of Cap-Haitien.

"We deeply regret the incidents that occurred in Cap Haitien, which resulted in a loss of life and many injuries at the time when our colleague Artibonite Yuri Latortue and North East Jacques Sauveur Jean were at Cafe Trio for a presentation regarding the PetroCaribe Fund Report. More than ever, it is time for violence to come out of our ways so that this country offers another image to our youth and to the world. We ask that a serious investigation be conducted to find the real culprits for this dishonest and useless act. All my sympathies to the parents of Mr. Dubois, to the Tropicana orchestra, to the many wounded, to the city of Cap and to the whole North Department in shock after this unfortunate event that we strongly condemn."

Office of Citizen Protection :
"The Office of Citizen Protection (OPC), condemns the incident occurred at the Café Trio in Cap-Haitien, Saturday, April 28 which caused the death of Mr. Jacques Dubois and caused several injuries among the civilian population of the second city ​​of the country.

[...] The OPC. recalls the provisions of article 31 of the Haitian Constitution which stipulates that "freedom of association and unarmed assembly for political, economic, social, cultural and all peaceful purposes is guaranteed".

In addition, the National Police of Haiti has an obligation to guarantee the safety of the lives and property of all citizens.

In addition, police authorities in conjunction with other local authorities have the duty to take all necessary steps to ensure the safety of the building or space of any public gathering; from the perspective of protecting the rights of all citizens

Since violence is an obstacle to the development of human rights and impedes the process of establishing the rule of law in Haiti, the OPC invites political actors to ban violence in all its forms [...]"
