Haiti - Elections : An overall positive balance
For this second round of elections [a first in the history of Haiti] about 4.5 million voters were called to take part in the vote of Sunday to elect: the next President, 7 of 30 senators [4 have already been elected at first round] and 70 deputies to the lower house on 99 [20 have already been elected at first round].

"Democracy has triumphed, is the lesson of the day" affirmed Gaillot Dorsinvil, the President of the Provisional Electoral Council (CEP) during an assessment press conference Sunday, welcoming the participation of voters. He noted the calm that prevailed during the day, contrasting with the violence that occurred during and after the first round on November 28, 2010. "Some incidents have been recorded, but they will have no impact on the entire electoral process" said the President of the CEP.

Gaillot Dorsinvil applauded the Haitian people "principal architect" of electoral success, the local press for its contribution, without forgetting the government, the international community, civil society, the UN Mission for Stabilization in Haiti (Minustah), the National Police of Haiti (PNH) and the sectors from which come the electoral advisers. inally, the President of the CEP has indicated that it is too early to speak about the turnout "But it is higher than that of November 28" he simply said. Recall that the turnout in the first round was of 22%, according to the official figures.

For his part, Pierre-Louis Opont, the Director General of the CEP, has invited the media to "show responsibility in the dissemination of the results of the count from polling stations" which he said could cause undesirable and uncontrollable partisan reactions based on underlying trends observed in the 11.186 polling stations. The Director-General, paid tribute to the 3 people killed during the election day, but he downplayed the irregularities, delays in the delivery of election materials and the incidents recorded in several parts of the country "These problems have been recorded in only 50 offices of votes" he carified, arguing that there is a marked improvement over the first round.

Garry Desrosiers, the deputy spokesman of the CEP, said for his part, that the people behaved in a peaceful manner, which allowed the holding of elections peacefully. As for Ginette Cherubin, Electoral Advisor and the Director of the Emergency Unit of the CEP, she gave an update of the irregularities, violence and other incidents recorded in different elctoral departments. "The majority of these problems was solved" she declared, adding that she expected the end of the electoral process, to see if she will sign the results. Recall that in the first round, the counselor and 3 other of her colleagues had not initialed the results, saying they had been imposed.

The Minustah welcomed the Haitians for the patriotic spirit, the calm and discipline they have shown during this historic day. "The obvious enthusiasm of the voters reflects the importance that the Haitian people attach to democracy."

The PNH has indicated that it had conducted some 20 arrests related to fraud. More than a dozen, including two policemen were arrested in Arcahaie, Mirebalais, Beaumont, Camp-Perin and in other parts of the Northwest and of the Artibonite for various reasons including weapons possession, attempted fraud, orientation of the vote, and violence. Regarding the police arrested, the spokesman stressed that the PNH had given to the police officers the right to vote, but not to influence voters.

Some observers fear that the long interval between the election and the announcement of preliminary results, increases the risk of violence between supporters of both candidates. But the latter, underlines the CEP, have promised not to claim victory or to hold rallies before March 31 [date of publication of preliminary results of the second round].
