Haiti - Politic : The Core Group calls for an inclusive dialogue
The "Core Group" created in 2004 to promote dialogue with the Haitian authorities and to contribute to the effective action of the international community in Haiti, composed of Mrs. Helen Meagher La Lime, Special Representative of the United Nations Secretary-General in Haiti, Ambassadors Brazil, Canada, France, Spain, the United States of America, the European Union and the Special Representative of the Organization of American States (OAS), "welcomes the commitment of the population, in particular the Haitian youth and civil society, to the democratic values, which was notably expressed by the mobilization of October 17, to demand that light be shed on the management of the public funds and takes note of the will expressed by the Haitian authorities to act in this direction."

"The Group commends the professionalism demonstrated by the National Police of Haiti (PNH) as a whole on this occasion to guarantee freedom of expression while preserving public order [...] and expresses its firm rejection of all acts of violence perpetrated on the sidelines of demonstrations, recalling the democratic legitimacy of the Government of Haiti and that in a democracy, change must be through the ballot box and not through violence. "

As friends of Haiti, the members of the "Core Group" call on "the three branches of power as well as all other actors of the national life to an inclusive dialogue in order, inter alia, to strengthen the national institutions in charge of the accountability and the fight against corruption, including the judicial system; to adopt a budget for the 2018-2019 fiscal year based on realistic forecasts and taking into account the demands expressed by the population for better access to basic social services and to develop an electoral calendar that allows the holding of credible, free and transparent elections in October 2019, guaranteeing the stability of institutions."
