Haiti - Elections :
Yesterday Mr. Edmond Mulet, Special Representative of the Secretary General in Haiti, was the guest at the noon briefing of the UN, he has talked about the presidential elections which he said are a success, but acknowledged that the legislatives have not been as satisfactory... Here is a summary of the press conference:

Elections
With the successful conclusion of presidential and legislative elections, which marks the emergence of a new political generation, there are solid reasons to be optimistic about the future of Haiti, just over a year after the earthquake which devastated the country, said this afternoon at a press conference the Special Representative of the Secretary-General and Head of UN Mission for Stabilization in Haiti (Minustah).

"For the first time since my arrival in Haiti, I have good news to give", welcomed M. Edmond Mulet, pfor whom the announcement of preliminary results of the second round of elections is a proof of the resistance of the Haitian people and of its determination to build a better future. These results reveal that Mr. Michel Martelly won the presidential election with 67.57% of votes, Mr. Mulet said. His opponent in the second round has decided to formally withdraw from the race," he clarified.

The results of some parliamentary elections have not been as satisfactory, has noted Mr. Mulet, who reported disparities in the publication of results, what was at the origin of tensions and violence in a number of districts.

Once the final results of the presidential election will be published, on April 18, the legislature will take office, said the Special Representative of the Secretary General. He hoped that the new president and the new government endorse a set of constitutional reforms already approved by the outgoing President, Mr. René Préval.

Focusing on a number of accomplishments of Mr. Preval, Mr. Mulet said that his tenure was marked by the absence of violence perpetrated by the state and by the depolarization of the Haitian society and the strengthening of freedom of the press. In addition, the outgoing President of Haiti has supervised democratic elections at the end of which a democratically elected President of the opposition will take, for the first time, the power, noted Mr. Edmond mullet.

The Minustah remains ready to assist the elected President Michel Martelly and his government in the implementation of the vision they have of the revival of the rule of law in Haiti, has assured Mr. Mulet. Mr. Martelly was encouraged by the Minustah to cooperate with the Legislature to consolidate the democratic process, rebuild the country and enhance the economic development of Haiti, said the Special Representative.

Mandate of the Minustah
While acknowledging that Haiti continues to face significant challenges, Mr. Mulet has preferred to draw attention to the potential development of the country. Replying to a question about the vulnerability of women in IDP camps and the important need of the United Nations to have more police rather than military, he said that the Mission adapts to the evolution of the situation on the ground and had, in fact, the intention to reduce its military component. This reduction will have however a delay of two-year in the execution of the revised mandate by the Security Council in October 2009, which had been suspended because of the quake, which occurred in January 2010, he noted. However, he pointed out that the increasing of staff of the Minustah was mainly due to the arrival of civil engineers rather than soldiers.

The Special Representative added that in June, the UN would lead an assessment of security in Haiti. All presidential candidates have pleaded for the establishment of a new security force in the country, the Haitian National Police having too many different responsibilities to assume, he indicated.
