Haiti - Politic : Mulet speaks of legitimacy, of the departure of Minustah...
Yesterday during an interview in New York, Edmond Mulet, the Special Representative of the Secretary General in Haiti has welcomed the exemplary behavior of the people, during the second round of the presidential "I'm still in admiration of the Haitian people, Haitian citizens and of the Haitian voters who have made a choice, it is true that in the first round on Nov. 28 there were many problems, accusations of fraud, of manipulation etc... The election observation mission and the technical mission of the Organization of American States (OAS) has made very specific recommendations that have been taken over by the Provisional Electoral Council (CEP) this has greatly improved the way the second round took place on March 20..."

Legitimacy of Michel Martelly
Mr. Mulet also pointed out that it remains to be done before the final results to be published on 18 April "Voila, there is already an elected candidate for the presidency, at the level of the legislative for the senate and the deputation, there are still challenges, appeals to make and it is only the April 18 that we will know the final official results, but at the level the presidency it's already acquired, is already done" stressing the legitimacy of Michel Martelly "A candidate who won with nearly 68% of the popular vote with a very clear mandate from the people which gives him the legitimacy to represent Haiti and the aspirations of this new generation that comes to the power".

Departure of the Minustah
Mr. Mulet explains that before the earthquake there was political stability and that a possible departure of the Minustah is now delayed of two or three years "just before the earthquake the Minustah and the UN Security Council spoke of a possible departure of the mission, of a reduction of our presence in Haiti because there was political stability, economic development, there was a glimmer of hope for Haiti, but with the earthquake, we had this situation that will delay I would say of two or three years the original plans that we had for the departure of the Minustah."

A development issue
For the Special Representative of the the Secretary General of the UN the departure of the Minustah is also a development issue "Now we will go with the new government establish the necessary contacts and see how Haiti and the Haitian institutions can assume the responsibilities, the functions that we have in Haiti but I repeat that it is also a development issue, to create the conditions so that Haiti can attract not only national and international investment to create jobs. When you asking to the Haitians what they want, they want a job, this is what they want and I think we all want to end this cycle of welfarism so that the country can be sustainable by itself and I think that the objective is there and the challenge of the mission is to be aligned with the vision and to support the new government."

Effective use of the funds
Concerning the reconstruction plan of Haiti, Edmond Mulet note the efforts of the international community to materialize the promises of aid to the country "The international community is committed since March 31, 2010, to the Conference of donors to the United Nations, New York. A lot of money has already been disbursed and spent in several areas and projects" specifying that "this is a program that should take about 10 years" and said hoped that now "the new Haitian authorities use this international commitment in an effective manner, the commitment is there, the interest of the international community is there and we saw two days ago here in New York the Security Council had a meeting chaired by the President of the Colombia Mr. Santos, the presence of former President Clinton with many people who have renewed the commitment of the international community for Haiti..."
