Haiti - FLASH : Moïse «would be favorable» to the Kinam agreement with some reservations
Monday at the National Palace, President Moïse met with representatives of the radical opposition of the Passerelle monitoring committee and separately with those of the Kinam agreement.

Following the invitation of the Head of State https://www.haitilibre.com/en/news-29520-haiti-crisis-moise-invites-the-signers-of-the-marriot-agreement-to-the-national-palace.html Castel Germeil in his response clarified "I would point out that this will be a meeting for exchange, sharing of information and the meaning of documents and not discussion or negotiation for which we have no mandate."

During their meeting behind closed doors with the Head of State, the Passerelle Monitoring Committee (Castel Germeil, Sofia Loréus, la mambo Carole Demesmin, the trade unionist Joseph Domingue Orgella and Me. Joseph Joël Louis) handed over to the President, the consensus document (called the Marriott Accord) https://www.haitilibre.com/en/news-29254-haiti-politic-transitional-political-agreement-text-of-the-agreement-of-the-opposition.html as well as the additional documents, namely : the transitional political agreement and the summary of the actions of civil society and political actors from October 10 to December 10 which requires the resignation of President Moïse and his replacement by a judge of the Court of Cassation.

At the end of this meeting, the Spokesperson for the Passerelle said "There have been no negotiations, discussions or dialogue on the documents."

On the same day, Jovenel Moïse also spoke at the National Palace with a delegation signatory to the Kinam Agreement. If the Head of State does not seem to have expressed an opinion on the Marriott Agreement, it seems, according to former Senator Déjean Bélizaire who spoke at the end of the meeting, that President Moïse "accepts" the "Kinam Agreement" (which does not demand his resignation) with however "some reservations".

Recall that the Kinam Agreement entitled "Consensus for a peaceful transformation of the Haitian Nation" was signed by 10 members of the National Federation of Asec, 10 members of the National Federation of Casec, 11 members of the National Federation of delegates of city, 5 women's organizations, 11 student organizations, 14 union representatives, twenty civil society and peasantry organizations, more than fifty parties and groups of political parties mainly close to PHTK, including among others KID, LAPEH, Shield, Consortium of political parties, Konsyans patriyotik.

In summary in this agreement, the signatory parties agree to set up a consensus government led by a consensual Prime Minister. In points 13, 14 and 15 of the agreement, it is explained the Prime Minister of consensus who will be appointed by presidential decree will take office and immediately begin consultations with political and social forces to form the government and who will have 72 hours to submit to the PM the list of personalities likely to constitute the government. The President and the Prime Minister will then sign the decree establishing the Consensus Government which will be installed to implement, without constraint or obstacle, the road map and the provisions of this agreement.

It is noted the text of the agreement does not mention the situation of the Parliament which will be dysfunctional on the 2nd Monday in January 2020.

There is also talk of drafting a new Constitution, keeping local government members until the next local election, and many other aspects of this comprehensive agreement.
