Haiti - Economy : The PM takes stock of the State's losses on petroleum products 20/08/2020 11:07:24
The report reveals the method used by oil companies to rake large profits at the expense of the State, one method is based on several factors : the difference between the index on purchase and the index on billing; the opacity of premiums, the margins applied by oil companies which take into account the cost of various expenses associated with the acquisition of oil products... The Head of Government stressed that in 14 months, the oil companies have earned 94 million US dollars to the detriment of the Haitian State and that over the past 10 years, the loss of the State linked to the subsidy of the oil peaks at more than 113 billion gourdes. An amount, which represents on average 46 times the expenditure on agriculture, 5 times the expenditure on education and 13 times the expenditure on health. Faced with this situation, Prime Minister Jouthe stressed that the Haitian state cannot remain impassive. the time has come for him to regulate market distortions to this end, he intends among other things: to build the capacities of the Office for the Monetization of Development Assistance Programs (BMPAD); ensure transparency in the price of petroleum products at import; guarantee access by the State via the Ministry of the Economy and Finance to the various databases relating to the indices used; eliminate intermediaries when importing; to resume full control over the import of petroleum products (including propane); increase the storage capacity of sensitive petroleum products and deepen the investigation by any competent authority for the purposes of determining the criminal liability of natural and legal persons ..
