PROFESSIONAL EXPERIENCE:

June 2011 - Present : Resident Coordinator, UNDP, Resident Representative and Humanitarian Coordinator in Niger

March 2010 - June 2011: Special Assignment: Head of Office of the Special Envoy (OSE) for Haiti the President William Clinton

At the request of the Administrator of UNDP and UN Secretary General, I assumed the duties of head office of the Special Envoy of the Secretary General of the United Nations for Haiti. As such, I worked closely with the Haitian government, the representation of the United Nations in Haiti and the main donors to develop and implement a strategic plan for the reconstruction of Haiti after the devastating earthquake of January 12, 2011. I assumed also a leading role in coordinating the humanitarian response and in the establishment of the Interim Haiti Recovery Commission, central structure of the country's reconstruction.

September 2008 - March 2010 Team Leader of the Unity of the MDGs (UNDP)

The MDG Unit is part of the Office of Development Policy, UNDP. As team leader I was responsible for the definition and implementation at the global level of the strategic initiative of the organization in support of the MDGs. During my time at the head of the unit, I led the process of developing a framework for MDG acceleration which is now used by more than thirty countries. I developed an index of effort to measure the progress towards the achievement of MDGs, I drove with UNDESA the process of preparing the report of the Secretary General on the MDGs as well as an international assessment of challenges and constraints to achieving the MDGs. This work was presented at the G8 summit in 2010. I drove with the International Monetary Fund the preparation of scenarios Gleneagles in more than a dozen African countries. These scenarios are used to study the macroeconomic implications of an increased financial support to achieve the MDGs.

January 2007 - September 2008: Chief Technical Advisor for Africa, Global Program Coordinator for the security of inputs into reproductive health (UNFPA).

My responsibilities included: conducting analysis of the regional situation in reproductive health, development and implementation of a coordinated response that includes different thematic areas of work of UNFPA, I also participated in the building of national capacities and to the technical support to the UNFPA country offices. As coordinator of the Global Program Coordinator for the security of inputs in reproductive health I was responsible for setting clear objectives, of the technical assistance to the countries that had to take advantage of this program, of the supervision, of the implementation and disbursement of funds thematic (estimated at 300 million USD over 5 years), and the establishment of monitoring and evaluation systems to enable to provide the information

January 2006 - December 2006 Technical Advisor: Project Millennium Development Goals (MDGs) of the United Nations

Under the supervision of the Special Representative of the Secretary General of the United Nations for the Millennium Development Goals (Professor Jeffrey Sachs), I had the privilege of: i) support governments in assessing needs and defining strategies to achieve the MDGs, (ii) support the development of sectoral strategies for health, education, infrastructure, agriculture, gender in development strategies focused on achieving the MDGs. (iii) work with development partners, including international financial institutions to increase public investment to achieve the MDGs, (iv) identify and disseminate lessons learned so that they can be applied more widely (iv ) train national partners to the use of planning tools focus on the MDGs and to conduct training missions, technical support and awareness, (v) to conduct substantive discussions on policy and operational plans to achieve the MDGs, (vi) to provide assistance in the implementation of the Millennium Villages.

May 2004 - January 2006 Technical Advisor countries and sub-regional technical advisor: United Nations Fund for Population Activities (UNFPA): Division Africa / Ethiopia

As part of UNFPA efforts to reduce poverty and improve the lives of vulnerable people, I was responsible for providing technical assistance and to ensure capacity building in key areas of population and health reproduction, including: 1) identifying needs and building national capacity to design and manage health systems and population programs 2) identification and mobilization of the potential national / regional partners for individual and institutional more active participation in the activities of population and development. 3) the formulation and evaluation of action plans 4) analysis and the development of a regional strategy for reproductive health.

October 2002 - May 2004 Technical Advisor: Population Services International (PSI)

April 2001 - October 2002 - Programme Officer

Under the direct supervision of the Resident Representative, I helped to coordinate all aspects of office management. I helped the organization, development and administration of a population program consists of a wide range of technical cooperation projects as part of the country's development goals. I translated the long-term goals and short-term work plan, projects and programs. My specific responsibilities included: (i) the recruitment, management and supervision of staff, (ii) the development of political vision and program planning (iii) coordination and liaison with partner organizations (government, NGOs, UN United, private sector), (iv) resource mobilization.

October 1999 - April 2001 Project Officer: UNFPA / HAITI

Under the supervision of Deputy Representative, I was responsible for providing technical and administrative assistance to project coordinators and their teams, planning, coordinating and evaluating national and international technical assistance, monitoring projects and coordination of external evaluations of the project. My responsibilities also included the identification of problems in a timely manner, and the proposal of remedies to address them. I also acted as a resource for the SR of the adolescents in multidisciplinary teams, working closely with government officials and UNFPA represented at meetings of the cluster.

August 1999 - Consultant: Hospital Albert Schweitzer (Haiti)

As an evaluation consultant, I was responsible for the impact assessment of the Albert Schweitzer Hospital, an NGO of 42 year old who works in the field of community development, providing curative, preventive community care to over 260,000 people in the Artibonite region in Haiti.

July 1994 - June 1998 Association for the National Development (Haiti))

I developed and implemented a primary care system that provided basic health care in poor areas of Haiti.

2000-2004 - Presenter: Radio Vision 2000 (Haiti)

I created and hosted the first broadcast focused on issues related to reproductive and sexual health. The show was sponsored by USAID, PSI and the private sector. As a presenter of radio, I was responsible for the preparation and dissemination of an interactive program at the national level on issues of sexual health.
