Haiti - Education : Open letter from Nesmy Manigat to his fellow teachers
After carefully reading the various messages written by several public school teachers' unions concerning the working conditions and living conditions of teachers, Nesmy Manigat Minister of National Education and also a teacher formulated some answers to his teacher colleagues in an open letter:

Excerpts from Nesmy Manigat's Open Letter:

"[...] here are some answers I can begin to provide before talks continue on our legitimate grievances:

Regarding the delay in receiving paychecks, the Ministry of National Education has already published a note to announce that it will start paying this month of March 2023 counting from April 14. I understand and agree with this statement, I have already commented on this subject. I can say that the Government will do everything possible to solve this problem.

With regard to the checks that the Departmental Directorate of Education withholds after the report of the school principals on the situation of several teachers who have not come to work for several months, the Ministry has launched the census of all the schools in the country since March 27, 2023 https://www.haitilibre.com/en/news-39137-haiti-education-compulsory-general-census-of-public-and-private-schools.html , in order to have soon the list of all teachers who are really working.

[...] It can't wait, we know that several teachers have left the country in recent days. This is why this census is important, it is necessary for the Ministry to obtain adequate information which will enable it to supervise, control and approve public schools as well as private schools. The last school census which took place in 2016, that is to say for 7 years, does not make it possible to know which teachers are no longer in the sector or in the country.

[...] I know that our working conditions are not easy, especially where insecurity and violence hinder school activities and threaten our physical and mental health. In this regard, the ministry has recently decided to establish a partnership with the Association of Haitian Psychologists to monitor the well-being of students and teachers, where you can call free at (29 19 90 00). [...] we will continue to work to solve what a transitional government can solve, as has been done in the salary adjustment given in 2022, in the update of the salary grid proposal of 2014 for when there is will have a Parliament and a government after the elections, in addition to the various training courses for teachers that will be carried out during the school year 2022 – (and) 2023. The salary grid will be important in particular for teachers of preschool and 2 first cycles of the fundamental school.

[...] Teacher friends, the door of the Ministry of National Education is still open to us to continue discussing and preparing possible negotiations with the rest of the State structures, so as not to sacrifice the rest of the year school. No more students should be victimized.

[...] To conclude, I will say that I know that the majority of you are also parents of pupils, I know that I can rely on you so that your children do not lose this school year. [..]

[...] I know that you will agree to support the great sacrifice that 4 million parents of students continue to make every morning. Many are making all kinds of efforts so that their children do not lose this school year which continues with many difficulties due to insecurity and violence. After much effort, the students have just reached the halfway point. Let's continue to make sacrifices to save the rest of the school year while the Government works to meet our demands that cannot wait. I remind you, the country has just lost 190 school days, from September 2019 to today, a year of lost learning.

Dear teachers, we hear and understand your requests. There is no country without education, no education without schools, no schools without teachers.

Protect schools and children !
