Haiti - Education : Compulsory general census of public and private schools
March 27, 2023 is the date set by the Ministry of National Education and Vocational Training (MENFP) to start the General Census of all schools in the country (public and private schools). This operation will end on April 28, 2023.

According to the Minister, this general census of schools aims to guarantee better governance of the education system, at the same time it reflects the desire to transform schools. A transformation that will not be possible if there is no reliable data such as data on the number of schools functioning in the country, where these schools are located and the number of teachers who actually work. in these schools.

The general census of schools is in accordance with what is said in article 1 of the "12 measures" https://www.haitilibre.com/en/news-11781-haiti-education-exam-results-disappointing-the-minister-manigat-announced-a-package-of-measures.html which obliges all teachers to have a teaching licence. Manigat recalls that the census is compulsory, which means that all schools (public and private) must declare themselves, otherwise the schools will not be able to have the authorization of the Ministry to register students for State examinations : official exam for 9th grade and the official exam for the end of high school.

The Minister encourages all school heads to participate in this operation; He even encourages the entire educational community to support the operation, which will be useful in helping to better understand the reality of the country's schools. And, since this data will be available, the State and its partners will be better able to support schools and teachers.

For Jean Barthol Aluc, Coordinator of the Ministry's IT unit, for a school to be registered, it must have a valid email. At the end of the process, he will receive by email a number which will confirm the school's online registration on the ministry's platform (www.menfp.gouv.ht). This will allow it to obtain a Permit to continue to operate and the authorization to register candidates for state examinations.

To finalize the registration, the Head of the establishment must submit to the Departmental Directorate of Education or to the Office of the academy where he is located the list of the training of the classes of students and the list of all the teachers exercising in his school.

These two lists must be filled in on the ministry's platform. This is a way, according to Jean Wilnor Pierre, coordinator of the entity in charge of the Departmental Directorate of Education, for the ministry to better control the process while not leaving schools aside.

It is worth recalling that the Ministry intends to develop for the year 2022-2023 the Register of schools, the Register of students and the Register of teachers.
