Haiti - Insecurity : Very structured and financially autonomous gangs
According to the report published on February 12, 2024 by "Global Initiative Against Transnational Organized Crime" a group of experts based in Geneva, gangs which were previously poorly structured and dependent on public or private sponsorship, have become highly structured and financially autonomous organizations.

The gangs earn their income thanks to, among other things: taxes on businesses (which can reach up to 20,000 US dollars per week), on containers from ports, traffic taxes on motorists and truckers by dozens of "checkpoints tolls" installed throughout the metropolitan area, (some of these posts can collect between 6,000 and 8,000 US dollars per day), by ransoms for the release of hostages (nearly 25 million US / year) and various traffic (goods, fuel , narcotics, etc.)

Significant income which allows them to finance the purchase of weapons and ammunition and the recruitment of new members.

The report recalls that currently UN sanctions concern 5 gang leaders: izo Leader of the "5 Segond" Gang https://www.haitilibre.com/en/news-41453-haiti-eu-sanctions-izo-leader-of-the-5-segond-gang-and-reasons-for-the-sanctions-1-4.html ; Renel Destina alias "Ti Lapli" leader of the "Grand Ravin" Gang https://www.haitilibre.com/en/news-41462-haiti-eu-sanctions-ti-lapli-leader-of-the-grand-ravin-gang-and-reasons-for-the-sanctions-2-4.html ; Wilson Joseph alias "Lanmo San Jou" Leader of "400 Mawozo" https://www.haitilibre.com/en/news-41467-haiti-eu-sanctions-lanmo-san-jou-leader-of-the-400-mawozo-gang-and-reasons-for-the-sanctions-3-4.html ; Vitelhomme Innocent alias "Vitelom" Leader of the "Kraze Barye" gang https://www.haitilibre.com/en/news-41475-haiti-eu-sanctions-vitelom-leader-of-the-kraze-barye-gang-and-reasons-for-the-sanctions-4-4.html and Jimmy Cherizier alias "Barbecue" Leader of the gang coalition "G9 Famile et Alliés" https://www.haitilibre.com/en/news-37919-haiti-un-barbecue-at-the-top-of-a-blacklist-vote-of-the-resolution-pending.html . However, the report highlights the lack of impact of these sanctions, these gang leaders do not travel abroad, they do not put their money in banks and transactions are made by intermediaries
