Haiti - Politic : In Ecuador, the President Martelly speaks of a modern armed force for Haiti
As part of his visit of strengthening and boosting of the cooperation with Ecuador, the President Michel Martelly, accompanied by a large Haitian delegation, visited, on the morning of Wednesday, July 11, 2012, the Military College "Eloy Alfaro", where he received the military honors to meet the Ecuadorian Minister of Defense, Miguel Carvajal, and later, the Ecuadorian President, Rafael Correa.

Accompanied of Rodolphe Joazil, the Haitian Minister of Defense, and Mario Andresol, the Director General of National Police of Haiti, the Haitian Head of State met with Miguel Carvajal, the Defense Minister, Eloy Alfaro, Director of the Military Academy, the General Gustavo Cabrera and Upper State staff around issues related to the structuring of the Haitian Ministry of Defence, including the formation of a modern armed force for Haiti, of the accompaniment of Ecuador in the establishment of a Military Staff in Haiti, the strengthening of the National Police and the appropriate role of the Minustah in Haiti.

As part of the cooperation between Haiti and the Republic of Ecuador in the field of civil defense, the Haitian government would like :

  • Create a corps of engineers within the Haitian Ministry of Defence, capable of working as technical support,logistical and operational in the major infrastructure works or community ;
  • Form a body of rescue in the maritime environment and terrestrial: able to respond to members of the civilian population in case of natural disasters or human ;
  • Establish a body of humanitarian intervention: able to organize the humanitarian management and the services of ordern, during the post-disaster situation.

Also, to prevent and repress any armed actions internal or foreign, state or not, likely to affect the safety of the state, the Haitian Government hopes, in the medium term, with the support of the Republic of Ecuador :

  • Create a corps of light infantry, capable of ensuring security in border areas and in remote areas and difficult to access;
  • Strengthen the technical and operational capacities of the Haitian Coast Guard ;
  • Form an aviators unit and of helicopter pilots ;
  • Create a military unit of riot and demining.

"I know well the history of Haiti. His contribution to the cause of Latin America, is noble. We are ready to work with Haiti," declared the Ecuadorian Minister of Defense, who added that "the two Haitian and Ecuadorian armed forces, as well as police, can indeed work together."

"This new Haiti that I want to promote, does not want to beg, but seek solidarity, technical cooperation with friendly countries," has, for his part, recalled the President Martelly well before going, accompanied by Mr. Ricardo Patino, Foreign Minister, on the Heroes Square of October 10, to lay a wreath of flowers in tribute to veterans of the independence of Ecuador.

The ceremony follows a series of discussions with fellow Haitians, massed for the occasion, near the Place. The claims of Haitians settled in Ecuador, focused on their legalization, the opening of an Embassy in Ecuador and the possibility of the granting of a residence visa, which can facilitate their full integration into the Ecuadorian community. The Head of State promised them answers to their respective daily problems.
