Haiti - Politic : National Dialogue, each remains on its positions...
The President Michel Martelly met with dozens of representatives of political parties, of groupings, of political groups and representatives of civil society around the Permanent Electoral Council (CEP), Tuesday, August 28, at the Karibe Convention Center. "In the conjuncture particular of crisis but how inappropriate, notions of citizenship and patriotism can only be defined in terms of social dialogueand policy for the research peaceful of solutions to our problems and to create an atmosphere of trust, understanding and of accommodation beneficial, beyond and above our temporary differences [...] my duty as head of state requires me to register all the echoes, to consider all interpretations,to appreciate all the suggestions. It is this desire for dialogue and exchange that inspired me the decision of this colloquium inter-Haitian, where everyone can express their views freely, without restraint, where mutual effort and mutual understanding can bring us back to the roots of our common ambitions and collective for the general welfare," declared the President Martelly.

During this meeting, more than one described of historical, the positions were shared between the continuation of the electoral process with the establishment of the Permanent Electoral Council of 6 members and the necessity to to start over on a new basis... The President Martelly took note of the differences of opinion but after more than seven hours of debate and discussion, the Head of State, who remained on its positions, said he was determined to scrupulously respect the Constitution. He rejected the accusations according to which, the electoral institution and the Superior Council of the Judiciary (CSPJ) are under the control of the executive, "I do not want that the elections to be held as before. TThere will be no question, under my administration, of Electoral Council under influence," reiterating his desire not to return on the establishment of the Permanent Electoral Council "The provisional is past," stating that he intended to continue the dialogue with the political parties and civil society.

Ms. Narcisse, Representative of the Fanmi Lavalas that supports this initiative of dialogue, welcomed the participation of his party in this meeting, which according to her, puts an end to the exclusion whose its political organization was the subject.

Several political leaders and leaders of civil society expressed their disappointment of this forum that they describe of exercise "futile and reveals of the obstinacy of the Head of State to support a controversial electoral process and lead to a new political impasse."

The absence of Senators, who require the removal of the Permanent Electoral Council, was observed whose : Moïse Jean-Charles, Jean William Jeanty, Anick François Joseph and Andrys Riché, as well as those of Sauveur Pierre Etienne (OPL), the Rally of Progressive National Democrats (RDNP) of Mirlande Manigat and former presidential platform INITE, for the latter Paul Denis reiterates its warning against the introduction of a new authoritarian regime in Haiti, stated that no formal invitation had been sent to INITE to be represented at the forum, that he describes as a "media show."

Himmler Rébu of Reflection Group for the Evolution of Haiti (GREH) ; Edmonde Supplice Beauzile of the Fusion of Social Democrats and Rosny Desroches of the Initiative of Civil Society, argued in favor of a consensus. Rosny Desroches has proposed the creation of a structure of mediation within the framework of a "bilateral debate".

Evans Paul (KID), Himmler Rébu and Edmonde Supplice Beauzile, said they did not intend to take place blindness in the electoral train and expressed openly their opposition to the establishment of the electoral machine, which, according to them does not reflect the spirit of the Constitution.

Paul Evans declared "we were not fooled. I had not lured. From the beginning, I saw that it was a political carnival. But, as a democrat, I could not anticipate that it would end like this, as a drama whose end was a foregone conclusion," recalling that there is no dialogue without compromise, describing this forum of "political carnival".

For his part, Himmler Rébu deplored "We spent the day with the President. He had said that he was listening but the conclusion, with his statements, we saw that he listened person."

Edmonde Supplice Beauzile, which advocates a CEP of consensus, insisted vigorously, "the Executive must listen. We do not want an election whose results are planned [...] It is not here that we will find this consensus," calling on the President to work towards a pact of governability.

On the sidelines of this Forum the President Martelly declared "today we gathered to listen the majority of people, whether they are for or against [...] It does not mean that a person will make me do what it thinks, for example, there is a group who think I should change what is done today, I do not agree, I have a program [...] I would not change the program. However, I listen, I hear [...] and then after that, the President and his team we can sit and draw conclusions.

Everyone is entitled to their opinion. I think we have a lot of urgency today, Haiti has a lot of problems, which are not new. It is necessary that we put finally of persons on specific problems, before just talk, because we are talking for a long time [...]

For my part, I like the discussions leading to the results, I am ready to sit to go to the results. But this is not the opinion of the people who run the country today.

Today the people chose a leader, the leader governs and I think we made good progress..."
