Haiti - Social : Forum on inclusive public policies in terms of disability
Thursday at the Hotel Montana, the President Michel Martelly, participated to the Governmental forum, on inclusive public policies in terms of disability. This activity where was present among others, the Prime Minister, Laurent Lamothe, the Deputy Secretary General of the Organization of American States (OAS), Albert Ramdin, some government ministers, secretaries of state and Directors Generals was conducted by the Office of the Secretary of State for the Integration of Persons with Disabilities (BSEIPH) and the Project of Strengthening of the Legal Framework for Persons with Disabilities in Haiti of te OAS, under the hign patronage of the Presidency.

The Head of State encouraged the actors of the public administration, to take all arrangements in order to encourage the construction of buildings accessible and suitable for people with disabilities: schools, professionals and academics, Hospitals, Complexes administrative, cultural and sports centers, among others "I am committed in the cause of the inclusion of disabled people in our society, as I took the problem of the disadvantaged, who had no access to school. The Haiti I'm building, will be a space of fulfillment for all his son and daughters and will work for enable them to assume and affirm in the humanist dimension of their personality."

The President is also committed to promote the integration of students with special needs in the Universal Schooling Program Free and Compulsory (PSUGO). While working to promote the integration of these students in regular schools, he promised to strengthen the establishment of specialized schools that will overcome some limitations sensorial or intellectual "That is why I am committed to support this forum on public policy in favor of people with disabilities in Haiti. I expect proposals for behavior and effective measures that will blow the system of exclusion, whose suffered for too long our citizens with disabilities."

Albert Ramdin, has commended the Government for this initiative and believes that with this forum, Haiti is doing history. Also he hope, that the Administration Martelly-Lamothe will continue to work to improve the conditions of development of people with disabilities.

Ms Josepha Gauthier, the Minister of Social Affairs, while announcing the construction of a vocational center for the disabled in Ganthier, invited the Haitian people to give his participation in order to offer to this social category better attention. "We need the involvement of all sectors in order to materialize this vision ofthe State."

Gérald Oriol Jr, Secretary of State for the Integration of Persons with Disabilities, for his part, thanked the President for his support and his personal commitment and pledged to continue his fight in order to offer to this sector all the attention they need.

During this forum, the President Martelly, has signed a governmental declaration on the implementation of a public policy, which seeks to require that people with disabilities find work in all State enterprises and private "[...] we are working to include these people in our social programs, to enable them to make their way, and we will supervise legally so they can live as those who have no disability [...]"

On the sidelines of the forum Gerald Oriol, Jr. declared "[...] so that the integration of disabled people to be effective, it is important that all ministries play their part. For example, if I take public works, it is important that the Ministry has a policy on the issue of accessibility, because as we know, we are in a period of national reconstruction, there will be many buildings that will be rebuilt, so it is essential that accessibility is taken into account. The National Education has an important role to play in the integration of disabled people, the training of persons is perhaps the key to integration [in society] of Persons with Disabilities. If you take the Ministry of public health, it is important that there is a policy on rehabilitation. We know there are many people who have been victims January 12, 2010, there are people who were physically disabled and their rehabilitation is important to enable them to integrate normally into the society.

This forum has been a way of sensitizing political actors and at the same time, to make commitments. For example, we aim following this forum, to establish an interministerial committee on the issue of transversality, the disability issues, to ensure that future policy, that the Government will have to develop, whether on the social plan or of development, take into account the specific needs of all citizens who live with a disability..."
