Haiti - Politic : Opening of the National Forum on State Reform 28/11/2012 11:28:48 To implement the promises of change made by the President Martelly, the Head of Government wants, among other things, preserve the rule of law, by a public service of quality, transparent and efficient and work towards a reconciliation of the population and its public servants, by a real deconcentration of government services. This Forum, coordinated by the Office of Management and Human Resources (OMRH), a decentralized body of the Primature, constitutes a space for debate and reflection which must propose viable solutions for the implementation of the Framework Programme of the State Reform 2012-2017. This reform of the State, will need to address among other challenges, that of the insufficiency [and the competence] of public servants. Indeed, according to the annual work plan [2012-2013] of the OMRH "The Public Service Haitian includes about 67.000 agents, to nearly 10 million inhabitants. On the other side of the border, the Dominican State employs 450.000 servants[number falling in the regional average] for a population almost similar." Plan that also emphasizes the low proportion of top executives face to 67.000 civil servants, which are overwhelmingly subordinate executives. In addition to the essential political will, of the Administration Martelly-Lamothe, a lot of reforms and measures will be needed to meet the needs of people and pass from an inefficient administration to the effectiveness of a modern State.
