Haiti - Social : Right and protection of children, a priority for the Government
Define a plan of implementation structured around measures to identify the needs of the Institute of Social Welfare and Research (IBESR) and other stakeholders in terms of technical support and of training on adoption international by the Permanent Bureau of the Hague (PBH) ; was the objective of the Joint Mission of monitoring post-ratification of the Hague Convention, undertaken by the BPH and the International Social Service (ISS), respectively represented by Emmanuelle Harang and Hervé Bochea, during a work meeting, chaired by the Minister of Social Affairs and Labour, Charles Jean-Jacques, which was held Monday, March 4, at the Ministry of Social and Labour (MAST), in the perspective of advancing the cause of Haitian children.

"The Government Martelly-Lamothe, makes the issue of Right and the protection of children a priority. It multiplies its efforts to consolidate the rights of the child," declared the Minister of Social Affairs at the opening of the meeting. He noted the new bill, which will soon be tabled in Parliament, to replace the Act of April 4, 1974 obsolete. This Act, he stressed, "came after the adoption of the National Plan for Protection of the Child in 2006 and the ratification of the Hague Convention which took place in June 2012."

For her part, Ms. Arielle Jeanty Villedrouin, the Director of IBESR, highlighted the positive contributions of the cooperation of its cooperation with UNICEF. She indicated, that the mission of BPH and SSI, is above all, a technical assistance mission, part of the support of the Haitian authorities in their efforts to protect children's rights. She noted also the determination of its institution to now emphasis on family reintegration and support to families. "The national adoption will be prioritized and informed consent is the center of the new adoption policy," she specified before announcing that the census of street children, the strengthening of laboratory and the evaluation of nurseries currently undertaken by the institution, are the projets on wghich the IBESR carries a lot of attention.

Ms. Emmanuelle Harang, Representative of the Permanent Bureau of the Hague praised the determination and commitment of the authorities on the issue of children's rights. This commitment reinforces, according to her, the motivation of the Office in its work of accompaniment and support of efforts of the Haitian Government and confirmed the continuation of the cooperation with Haiti.

Hervé Bochea, Deputy Secretary General of SSI, also said to appreciate the efforts of the authorities to advance the cause of children and confirmed that the SSI will always be alongside the Haitian Government for the protection and promotion of the rights of the child.

The Minister Jean-Jacques assured at this meeting, that he was favorable to the orientations of the IBESR and confirmed his strong support for measures taken by the Directorate and promised to remain attentive to the requests of the IBESR, in order to allow it to obtain an increase in its budget.

In conclusion, the Minister stated that the Government was going to introduce significant changes in the registers, such as that of social security and the free fundamental school across the country "The commitment of the Administration Martelly-Lamothe on the issue of children's rights is clear and the MAST, will spare no effort in this battle whose outcome will be happy for the benefit of all Haitian children without exception or exclusion."
