At the opening ceremony of the work of the 11th meeting of the Council of Ministers Petrocaribe and of the 2nd Meeting of the Petro Caribe Economic Zone, Pierre-Richard Casimir, the Minister of Foreign Affairs, in his speech, paid tribute to Commander Hugo Chavez.

Distinguished Delegates,
Ladies and Gentlemen, Members of the Legislature,
Ladies and gentlemen, members of the judicial body,
Ladies and Gentlemen, Members of the Government,
Dear Members of the press, national and international
Ladies and Gentlemen,

It is a great pleasure for me to take part in the launching ceremony of the work of the 11th meeting of the Council of Ministers Petrocaribe and of the 2nd Meeting of the Petro Caribe Economic Zone.

Once again, the Republic of Haiti is pleases to organize a major international meeting, which gives us the opportunity to host a delegation of twenty high levels delegations from twenty states regions of Central America and the Caribbean. This undoubtedly reflects the extent of the progress made by the current administration's efforts to improve the physical environment, childcare facilities and safe climate.

The organization of this event reflects, above all, the importance of regional roots of the Republic of Haiti who goes increasingly visible over the past two years and the Government's commitment to strengthen the country's involvement in the management of different aspects of regional policy, even global.

On behalf of the President of the Republic, His Excellency Mr. Michel Joseph Martelly, Prime Minister Laurent Salvador Lamothe, the Government and people of Haiti, I extend a warm welcome and a pleasant stay in Haiti to all Heads of Delegation and all delegates of Petrocaribe member states.

The debates and discussions that will take place during the day today, will allow us to draft resolutions and decisions that will be endorsed by the Ministerial meeting tomorrow. I hope that these resolutions and decisions pave the way for a bright future or better tomorrow for all people within the new regional economic Zone in which we place ourselves already high expectations.

Let me taka advantage of this circumstance that brings us together today to pay tribute to the founding father and inspirer of Petrocaribe, the late Commander Hugo Chavez for the vision, courage and leadership he was able to show in laying the foundation for a new form of cooperation between the peoples and states of our region. In doing so, he marked his unwavering commitment to Pan-Americanism inaugurated by the historic Pact Pétion-Bolivar at the dawn of the nineteenth century and its commitment to the reduction of inequalities of energy products and promote the development of alternative energy sources, essential for economic growth and sustainable development of these countries.

At the signing ceremony of the memorandum of Petrocaribe, President Chavez had clearly explained that this model of cooperation was conceived as an instrument that goes beyond the supply of fuel to contribute to the transformation of Latin American and Caribbean societies by making them more independent and fair.

Ladies and Gentlemen,

The populations of Petrocaribe member states put a lot of confidence in all of us here. The results of your work and exchanges depend the future of this innovative instrument of cooperation and integration, in large part, the future of our region and the prospects of development of each of our states.

The main topics which will be subject of your work and discussions during the day, namely: regional transport and communications, agriculture and production lines, tourism, trade and integration, social and cultural development are of paramount importance for the future of the economic Zone Petrocaribe. Similarly, programs and projects that come out of the deliberations of the Ministerial meeting are likely to contribute significantly to the outcome of our constant struggle to improve socio-economic conditions of our people and the development of our state and our region.

I reaffirm the commitment of the Republic of Haiti, especially the administration Martelly-Lamothe to be actively involved in the maturation and success of Petrocaribe project, that has enormous potential in terms of energy, economic, social, for development at all.

I wish you good work, success and above all a very pleasant stay in Haiti, this land could not be more welcoming and hospitable.
