Before the multiplication of Higher Education Institution (Institution d’Enseignement Supérieur - IES) on the haitian territory [263 universities, institutes and university centers in the 10 departments], the Ministry of National Education and Vocational Training, reminds to the attention of the general public and stakeholders in particular that the opening and operation of an IES is governed by standards.

While recognizing the growing need for training of our youth, the Ministry believes it is important to avoid excesses. Also, in order to achieve the regulation of this sector and have a clear idea of the quality of education given in such institutions, the ministry initiated on 28 November, a survey [which ends on December 23], to collect reliable information on higher education in order to have new statistics for a reform of these institutions.

76 investigators and 9 supervisors were mobilized for this purpose nationwide.

A period from January to March 2014 is scheduled for data processing, to develop a document that will be made available to all stakeholders.

The Ministry estimates it is important to avoid the excesses where anyone who thinks he can open an IES outside the principles governing the establishment and operation of such institutions. Accordingly, the ministry invites all those who wish to open an IES to follow the procedures in this area and to contact relevant institutions to do so. Sanctions up to the closure of these universities, institutes and academic centers, operating outside of any standards in regard to higher education, are considered against recalcitrant.

The Ministry also calls the IES already in good standing or in the process of doing it, o follow the principles of recruitment of students by requiring the academic record or certificate attesting of the successful completion of preliminary studies.
