Haiti - Humanitarian : Project of $118M to reduce food insecurity

The Executive Board of the World Food Programme (WFP) has approved a new project of Protracted Relief and Recovery Operation (PRRO) designed to support the efforts of the Haitian Government in its response to the needs of those affected by major climatic hazards by strengthening the existing coping mechanisms designed to support the improvement of resilience at the household level and thus reduce their vulnerability while involving the expertise of communities

One of the main advantages of this new project is constituted by a joint initiative between CARE (Cooperative for Assistance and Relief Everywhere), Action Contre la Faim (ACF), WFP and the Government of Haiti. This joint program, known as the "Kore Lavi" (life support), aims to reduce food insecurity across the country by helping the Haitian government to establish a system of food safety net. As part of this initiative, WFP will assist the creation of a targeting system for the national system of social protection.

The novelty of this integrated program is the combination of a safety net program with the preparation to emergency situations related to activities of building resilience. The three pillars of the new project and the core of all transactions will be: strengthening preparedness and response in case of emergency, enhancing the resilience of vulnerable households and nutrition activities.

Activities will be concentrated in areas the most vulnerable to food insecurity and climatic hazards and will help a total of 2,030,000 beneficiaries between April 2014 and April 2017. To achieve this goal, WFP will rely on the support of partners and donors and will mobilize 118 million U.S. dollars, to implement the planned activities over the next three years.

This project was developed in partnership with vulnerable communities, civil society, government agencies at local and national level, the United Nations country team and NGO partners. After numerous bilateral consultations, the initiative of the PRRO has been validated in a joint workshop in October 2013.
